CASE <br /> <br />REQUEST FOR AN INTERIM USE PERMIT TO OPERATE A GRAPHICS <br />EQUIPMENT AND SUPPLIES BUSINESS IN A DETACHED ACCESSORY BUILDING; <br />CASE OF PAUL & CATHERINE SILLS <br /> By: Chris Anderson, Zoning & Recycling Coordinator <br /> <br />Background: <br /> <br />The City has received an application from Paul & Catherine Sills, who reside at 8751 162na Lane <br />NW, requesting an Interim Use Permit to operate a graphics equipment and supplies business in a <br />dctachcd accessory building on their residential property. <br /> <br />Thc following items are enclosed for your information: <br /> <br />at) <br />b) <br /> <br />d) <br />c) <br />l) <br />g) <br />h) <br /> <br />Site location map <br />Site layout <br />Site picture <br />Letter from applicant <br />Letter from neighbors <br />Drafting Planning Commission meeting minutes dated July 7, 2005 <br />Proposed findings of fact <br />Proposed Interim Use Permit <br /> <br />Notification: <br /> <br />In accordance with State statute, Staff notified property owners within 350 feet of the subject <br />property o't,the public hearing. <br /> <br />Observations: <br /> <br />Mr. and Mrs. Sills currently operate a graphics equipment and supplies business in a detached <br />accessory building on their residential property. They do employ one non-resident, part time <br />administrative employee to assist with their business. The Sills' parcel is roughly 1.5 acres in <br />size and therefore, they are not eligible to apply for an Accessory Structure Home Occupation <br />t'emfit (requires a minimum of three [3] acres). In light of this, they have applied for an Interim <br />Use Permit to allow their business operation to continue. <br /> <br />Thc Sills' business is conducted almost entirely by computer, phone, and deliveries. Roughly <br />90'% of all orders are shipped from the Sills' suppliers directly to their customers' locations. The <br />remaining 10% of the orders are delivered to and shipped from their residential property by <br />ground services such as UPS, FedEx, or SpeeDee. Customers rarely visit their location, but <br />when they do, it is by appointment only. <br /> <br />While tine application is for an Interim Use Permit, the standards for an Accessory Structure <br />t lomc Occupation Permit are being used to evaluate this request.
