On average, there are six (6) vehicle trips <br />generated by this business daily including their employee and deliveries/shipments. On occasion, <br />there may be up to ten (10) vehicle trips in a day if for example, a customer visited their location <br />and they left to visit a customer's location or with an additional delivery, Regardless, the number <br />et~ vehicle trips would be well within the home occupation ordinance guidelines. <br /> <br />The business is operated during standard business hours of 8:00 AM to 5:00 PM, Monday <br />through Friday and the non-resident, part-time employee generally keeps hours of 10:00 AM to <br />2:00 PM Monday through Friday. There is also a small window sign, approximately two (2) <br />sqt, are feet in size, on the door of the accessory building to help direct the delivery services to the <br />correct building. <br /> <br />Thc Planning Commission conducted a public hearing and reviewed the request for an interim <br />use permit on July 7, 2005. One letter supporting this request was submitted tO the City. <br /> <br />Recommendation: <br /> <br />Tine City did receive a complaint regarding deliveries being made to the property, which is how <br />this came to Stall's attention. Staff notified the Sills of the possible violation and was promptly <br />contacted by Mr. Sills to discuss the matter and to determine what needed to be done to comply <br />with Ramsey's ordinances. <br /> <br />After reviewing some information from Mr. Sills regarding the daily operations of CAS <br />Solutions, the Sills' business, it is Staff's opinion that this is the type of low profile business that <br />the City had in mind when drafting the home occupations ordinance. The only criterion that the <br />Sills do not meet is the minimum lot size of three (3) acres. However, the detached accessory <br />building is situated as such that it is rather inconspicuous to most of the surrounding neighbors <br />(screened by vegetation from the neighbors to the west and north, a drainage pond to the east). <br /> <br />After reviewing this request, the Planning Commission recommended approval of the request <br />with one stipulation, that the permit be approved initially for one (1) year and include four (4) <br />successive, automatic one-year renewals provided that there are no outstanding permit violations <br />on record at that time. Staff has incorporated this provision into the interim use permit. <br /> <br />Council Action: <br /> <br />Motion to adopt Findings of Fact relating to Paul & Catherine Sills' request for an interim use <br />permit. <br /> <br />-and- <br /> <br />Motion to approve the request for an interim use permit based on the findings of fact. <br /> <br />-or- <br /> <br /> <br />
