Sylvia Frolik

Background:

The City has received an application from Eric Thomsen to renew a Conditional Use Permit to
grade and export soils from his property at 6210 Green Valley Road. The subject property
c~msists of 63 acres, 9 of which have been subject to a grading permit since 2000.

Thc City Council issued a Conditional Use Permit for grading and mining activities to Eric
Thomsen in 2000. That permit expired in 2002. The City Council renewed the Conditional Use
?crmit in 2002 and that permit expired June 25, 2005.

Mr. Thomsen and his contractor, Eagle Trucking, estimate that it will take approximately 90 days to
complete the grading and mining plan approved in 2000. Therefore, Mr. Thomsen is applying for a
90 day renewal of the grading and mining Conditional Use Permit.

The fi~llowing itcms are enclosed for your information:

a)
b)
c)
d)
e)

Site location map
Grading Plan last revised April 22, 2002
Draft Planning Commission meeting minutes dated July 7, 2005
Proposed Findings of Fact
Proposed Conditional Use Permit

Notification:

Conditional Use Permits are required to be subjected to public hearings with all properties within
350 ['cet being notified of the public hearing. The Anoka County Highway Department was also
notified of'the conditional use permit application.

Observations:

The City Engineering Department inspected the site on July 1, 2005. It is estimated that there are
approximately 10,000 yards of earth material in various stockpiles. The perimeter of the
excavation needs to be reshaped to a 4:1 slope. Approximately 1/3 of the excavated area has
been established with turf. The grading operations are in general compliance with the overall
excavation plan, but is not in total compliance with the phasing plan.
