REQUEST FOR FINAL PLAT REVIEW OF MARIGOLD POND; <br />CASE OF OAKWOOD LAND DEVELOPMENT <br /> By: Amy Geisler, AICP, Associate Planner <br /> <br />Background: <br /> <br />Oakwood l,and Development has applied for final plat review to develop 92 urban single family <br />rcsidc~tittl lois on the property generally located on Highway 47 at 160th Lane NW. The following items <br />m-c enclosed for your information: <br /> <br />a) Site location map <br />b) l,'inal plat <br />c) Grading plan <br />d) Landscaping/Tree preservation plan <br />c) I,cttcr f?oln MnDOT <br />t) City Council ~neeting minutes dated June 28, 2005 <br />g) City Staff review letter dated July 22, 2005 <br />h) Draft development agreement <br />i) Final plat resolution for approval <br /> <br />Notification: <br /> <br />State law requires that the City notify property owners within 350 feet of the subject property of the <br />re¢lUeSl and. public hearing date. Staff attempted to notify property owners within 700 feet of the subject <br />properly. <br /> <br />Observations: <br /> <br />Oakwood I~and l)evelopment is proposing to create 92 urban single-family lots on 58 acres on Highway <br />47 at 160th l~ane NW. The property is currently located in the R-1 Rural Developing district, with a <br />minimum density of 1 lot per 2.5 acres. On June 28, 2005 the City Council approved a Comprehensive <br />P lan Am cndmcnt request for the subject property; Staff has sent the request to the Metropolitan Council <br />~k~r review and approval but has yet to receive a response. <br /> <br />~l'hc net dcnsity allowed under R-1 zoning is three units per acre. The final plat reflects a net density of <br />2.03 units per acre (not including wetlands). All of the proposed lots meet urban single-family standards <br />!bt lot width., size, and frontage on a public road. <br /> <br />'l'}~ere t~re substantial wetlands on the proposed plat. The applicant is voluntarily showing a 10-foot <br />wetland buffer on the final plat, which is not yet required by City Code. Staff will be working with the <br />applicant on installing monuments along the buffer edge. Some revisions to the grading, drainage, and <br />utilities plans are required per the City Staff Review Letter. The development has received approval <br />/'r~m~ thc 1 ~wcr Rum River Water Management Organization (LRRWMO). The final plat is proposing to <br />till 0. t acres o£ wetland to construct Lithium Street; this has also been approved by the LRRWMO. <br /> <br /> <br />
