There is a notation on Page C2 depicting proposed right of way. <br />It is not clear from the drawing whether this fight of way is to be dedicated to Mn/DOT, <br />to the City of Ramsey, or to some other entity. Please revise the plat to indicate to which <br />entity the fight of way is to be dedicated; 'in addition, please label the Mn/DOT fight of <br />way. If the proposed trail is to be located within Mn/DOT's right of way, a Limited Use <br />Pehnit from Mn/DOT will be required. The final plat must be signed by a Licensed Land <br />Surceyor. The <br />developer may apply for the permit, but the required Limited Use Permit must be <br />obtained by the City of Ramsey. For information on this permit, please call the Mn/DOT <br />Metro District Right of Way'Manager, Ms. Ia Xiong, at (651).582-1266. <br /> <br />Any use of or work within or affecting Mn/DOT right of way requires a permit. Permit <br />forms-are available from MnDOT's utility website at <br />www.dOt.state.mn.us/tecsup/utili _ty. Please direct any questions regarding permit <br />requirements to Keith Van Wagner (651-582-1443), or Buck Craig (651-582-1447) of <br />Mn/DOT's Metro Permits Section. <br /> <br />Mn/DOT's policy is to assist local governments in promoting compatibihty between land <br />use and highways. Residential uses located adjacent to highways often result in <br />complaints about traffic noise. Traffic noise from this highway could exceed noise <br />standards established by the Minnesota Pollution Control Agency (MPCA), the U.S. <br />Department of Housing and Urban Development, and the U.S. Department of <br />Transportation. Minnesota Rule 7030.0030 states that municipalities are responsible for <br />taking all reasonable measures to prevent land use activities listed in the MPCA's Noise <br />Area Classification (NAC) where the establishment of the land use would result in <br />violations of established noise standards. <br /> <br /> <br />
