l,Tnal ]'lat and .Final Site Plan Review: Ramsey Town Center 8th _/lddition <br /> 22, 2005 <br />?~g'e 3 orb <br /> <br />Staff is also requiring an additional south bound left mm lane from Town Center Drive on to <br />Bunker Lake Blvd. This exceeds the requirements of the AUAR; however Town Center <br />Drive will be an MSA link to the northern part of the city and the turn lane will facilitate the <br />fi~turc traffic. The improvements at the proposed intersection of Zeolite Street and Bunker <br />Lake Blvd m'ust be approved by the Anoka County Highway Department. <br /> <br />Grading and Drainage: Staff has received a grading and drainage plan for the development. <br />and has prepared a memo regarding the necessary changes. The major items are listed here. <br /> <br />S tormwater calculations have been submitted to the city and Lower Rum River Water <br />Ma~mgement Organization. The proposed grading on the lots does not conform to the.city or <br />LRRWMO requirements for separation between the lowest floor and the 100 yr storm <br />elevation. Revisions will be required. The 100-year high water elevation of all detention areas <br />must be shown and the lowest openings in the adjacent houses must be 2 feet above the <br />emergency overflow for the detention area. The proposed ponding areas in the back yards <br />must be protected by drainage and utility easements. 100-year elevations are also needed for <br />areas of the backyard that will be within drainage and utility easements. <br /> <br />A Stormwater Pollution Prevention Program (SWPPP) is required for this project. It must <br />reference the SWPPP prepared for the Ramsey Town Center Project and provide for transfer <br />of responsibility fi'om RTC, LLC to this developer and contractor. <br /> <br />Grading north of Bunker Lake Blvd. on Outlot A exceeds the 4:1 maximum slope permitted. <br />Any change of grades to the roadway or plat as a result of the sledding hill that is to be <br />constructed in North Park will be the Developer's responsibility. Grading plans for the park <br />must be re-subinitted prior to final plat approval. <br /> <br />Lots 1-5 and 18-22 are partly or wholly within a drainage and utility easement platted over a <br />proposed stormwater pond. The volume and function of the pond must be provided <br />elsewhere on site prior to release of the drainage and utility easement. Calculations <br />supporting this change have been submitted. They show increasing the storage in the West <br />Ramscy Parkway pond. Staffis reqUesting a sketch showing the proposed changes to the <br />ponding area prior to approving this modification. Additionally, these easements will need to <br />be vacated prior to recording of the final plat. <br /> <br />Stormwater Analysis: The latest SWMM model shows an increase of 3.0 acre feet in the <br />West Park pond. The pipe from the 8th, 9th, and l0th Additions is upsized to pass the 100-year <br />event fi'om these projects to the West Park pond. The change in pond level is approximately <br />0.1 feet. Staff is requesting a sketch showing the proposed changes to the ponding area prior <br />to approving this modification. <br /> <br />Utilities: This subdivision will be served by sanitary sewer and city water services that will <br />be extended into the development.
