minimum/maximum building height in this district is 2-4 stories. All of the dwelling units are 2 stories <br />and comply with the height requirements. <br /> <br />On June 28, 2005 the City Council adopted revisions to the Town Center zoning district, which will <br />allow a maximum 25-foot front yard setback. All of the proposed units meet the front yard setback <br />requiremcnt with the exception of several of the units in Block 6, though the majority of the building is <br />within 25 feet of the sidewalk. A slightly different sidewalk alignment may be necessary to <br />accommodate this setback, which will be verified on the building permit for these units. City Code <br />requires 20 lbot driveways for row house townh°mes; all units meet this requirement. <br /> <br />Thc plat will be served by private streets. All of the private streets will be 24 feet wide and meet City <br />standards fbr length. The extension of Town Center Drive will be constructed as part of Ramsey Town <br />Center 9m Addition. <br /> <br />The TC-4 District requires 2 off-street parking spaces for each unit; this requirement is exceeded with <br />the 2~car garages and 20 foot wide driveways. There is no additional off-street parking provided within <br />the plat. <br /> <br />Thc Park Co~nmission reviewed the sketch plan on February 10. They stressed the Town Center <br />l)evelopment guideline that encourages the use of private courtyards or usable greenspace being <br />provided for the residents of the buildings. The final site plan complies with the development <br />guidelines and provides green spaces for recreational and stormwater management purposes on each <br />block. <br /> <br />Stormwater generated by the 8th, 9th, and 10th Additions cannot be fully accommodated on-site; part of <br />the volume will be directed to the regional stormwater pond in Town Center West Park. Staff has <br />reviewed calculations provided by the applicant; this increase in runoff will increase the area of the <br />regional pond by 3.0 acre feet, raising the pond level approximately 0.1 feet. <br /> <br />~l'he submitted Landscaping Plan easily exceeds the minimum planting requirements in City Code. No <br />tree preservation plan is required as the site is void of trees. <br /> <br />The Master Development Agreement for Town Center establishes that there are no park or trail fees <br />clue on this plat. However, there is a park payment obligation in the 1st Amendment to the Master <br />Development Agreement that requires a cash payment, to the City, upon sale of the property in an <br />amount equal to 750 times the number of eligible units on the property in accordance with the zoning <br />regulations. <br /> <br />The Grading and Drainage and Utility Plans have been reviewed. Necessary revisions are included in <br />thc City Staff Review Letter and Engineering Memo dated July 21, 2005. Revised plans are required. <br /> <br />~l'here are several easements within the proposed plat that must be vacated prior to recording of the <br />plat; Staffhas included this easement vacation as a condition of plat approval. <br /> <br />Finally, StaF£ is still in the process of drafting a Development Contract for the 9th Addition. A copy will <br />be available for Council reView at the meeting. <br /> <br /> <br />
