conflicts will be resolved.

If no, explain.
~ No
[] Yes

Thc project is compatible with the existing residential and commercial developments on adjacent lands: fhe
surroun(ling land use is zoned residential and rural reserve on the north and northeast sides. To the southeast is the
Town Center. On the west and northwest sides, the area is zoned for a Planned Unit Development (multi-use -
residential dud commercial). US Highway 10 runs along the south border oftheproject site, and to the south of the
highway thc land is zoned residential. This project is compatible with zoning in the comprehensive plan, and
provides tnucb needed housing for the City's growing population.

Will new or expanded utilities, roads, other infrastructure or public-se~ices be required
to sewe the project?

If yes, describe the new or additional infrastructure or se~ices needed. (Note: any
infrastructure that is a connected action with respect to the project must be assessed in
the EAW; see EAW Guidelines for details.)

ffi Yes
This prQcct will require new ci~ stree~ and new water mains ~d se~ices, w~tewater and sto~'water systems,
all of which will be prohded by fees generated by development. Utilities will be ovemized to acco~odate ~e
growth. Slnall utilities (g~, electric, telephone, and cable television) will be provided in ~der~o~d e~emenB
located adjacent to the right-of-way or along proper~ hnes according to the utili~ company.

Minnesota Rule part 4410.1700, subpart 7, item B requires that the RGU conSider the
"cumulative potential effects of related or anticipated future projects, when determining'
the need for an environmental impact statement. Identify any past, present or reasonably
foreseeable future projects that may interact with the project described in this EAW in
such a way as to cause cumulative impacts. Describe the nature of the cumulative
impacts and summarize any other available information relevant to determining whether
there is potential for significant environmental effects due to cumulative impacts (or
discuss each cumulative impact under appropriate item(s) elsewhere on this form).
The cumulative effects associated with this project are essentially the effects of sub-urbanization. This can have
both positive and negative cumulative effects socially and environmentally. Dete .rmining the full effect of
cumnlative impact is mor~ intuitive than quantifiable. Some of the.cumulative effects that can be observed from the
expansion of this project are loss of agricultural land and loss and fragmentation of wildlife habitat.
There is a competing issue with the goals of many communities ~n balancing residential development with
agricultural needs, open space, and natural resources while trying to retain a sense of place. Urbanization has
become an issue in many areas, and is only be~0ming a larger issue because of the need to presers, e natural areas
and open space. Through these competing issues, many environmental resources, former open spaces and farmland
h ave dccre ast~d and in frastructure costs as roads and sewer system extensions'have increased.
