Armstrong Boulevard and TH l 0/I 69 is a four-legged fully-actuated signalized <br />intersection. Armstrong Boulevard (CSAH 83) is designed with a right turn lane and <br />through-left turn lane in the southbound approach., A left turn lane and through-right lane <br />are located on the northbound aPproac, ll. TH 10/169 is a four-lane divided highway with <br />a right and le2 mm lane on both approaches with CSAH 83. TH t0/16'9 [s. 65 mph west <br />of CSAH 83 and 60 mph east of CSAH 83. <br /> <br />The lanes and traffic control for each intersection are shown in FigUre 21 A.M. and p.M, <br />peak hour turning movement counts were collected at all of the intersections on April 5, <br />2005. These volumes are shown in Figure 3. <br /> <br />It is proposed that the new development, along with Town Center 1, will be developed by ' <br />2007. Using the existing.traffic groWth rate of 2.5% in Anoka Coun_ty,_the estimated <br />baseli ne traffic with no new development is projected.
