Th~ tl~ir'd scenario <br />exponentially grew the 2007 traffic volun-tes by 3.0% per year to develop the 2017 <br />l'brccasted volumes. The development' ,,olumes calculated in the second scenario were <br />then added to the 2017 baselii~e traffic. This traffic was then distributed to the proposed <br />2017 roadway network. The resulting Full Build volumes for 2017 are shown in Figure <br />7. <br /> <br />The fourth scenario exponentially grew the 20i7 traJ?FiC volumes by 3,0% per year to <br />develop 2030 baseline' forecasted volumes and added the development volumes <br />calctdated in thc second scenario. The 2030 traffic was redistributed to the traffic ' <br />network to account for the new river crossing. As identified from the MnDOTNorth~,~,els't <br />zl&lro C'orrMor and River Crossing Project Statement, August 200t, it was e~timated that <br />the Future river crossing.would divert 45% of the traffic currently using TH I0 east 0f <br />Armstrong Boulevard to use the new river crossing. Additionally, so. me of fl~e traffic that <br />now uses the 'FI-[ 169 river crossing in Anoka to access Ramsey to the east on TI-l[ 47, wilt <br />now use the-new river crossing. The AI)T of fl'~e river crossing was estimated to be equal <br />to 43,000 without the developments and 50,O00.with the new developments.
