To fully analyze the effects of the development traffic on the roadway network, the additional traffic fi'om Town Center 1 and the prop~osed Superstore was added to the Buikt condition. Th~ tl~ir'd scenario exponentially grew the 2007 traffic volun-tes by 3.0% per year to develop the 2017 l'brccasted volumes. The development' ,,olumes calculated in the second scenario were then added to the 2017 baselii~e traffic. This traffic was then distributed to the proposed 2017 roadway network. The resulting Full Build volumes for 2017 are shown in Figure 7. The fourth scenario exponentially grew the 20i7 traJ?FiC volumes by 3,0% per year to develop 2030 baseline' forecasted volumes and added the development volumes calctdated in thc second scenario. The 2030 traffic was redistributed to the traffic ' network to account for the new river crossing. As identified from the MnDOTNorth~,~,els't zl&lro C'orrMor and River Crossing Project Statement, August 200t, it was e~timated that the Future river crossing.would divert 45% of the traffic currently using TH I0 east 0f Armstrong Boulevard to use the new river crossing. Additionally, so. me of fl~e traffic that now uses the 'FI-[ 169 river crossing in Anoka to access Ramsey to the east on TI-l[ 47, wilt now use the-new river crossing.
