Summary aud Conclusions <br /> <br />The proposed new development is estimated to consist of residential units, o.ffice space, <br />retail, and a Town Center exp~sion. Based on the traffic analysis provided, our <br />recommendations and conclusions re'e: <br /> <br /> 1. The number of residential units was changed in mid-May.2005. Theapartments <br /> have bebn eliminated and the total ntm~ber of residential uni'ts was. changed to <br /> 686. This change has minimal impacts on the trip generation and no impacts on. <br /> the final lane and traffic control needs. <br /> 2. An opening year of 2007 is set for all the development projects in this area. With <br /> the full development of the Pulte. Site, Town Center I, and the Superstore,. <br /> improvements will be required ~t intersections surrounding the site. These <br /> improvements include the addition of traffic lanes, a chan~ in traffic control, or ' <br /> 'major intersection reconstruction. -' -- <br />3. By 2007~ signalization should be considered at the intersection oFAtpine Drive <br /> and TH 10 based:on level of service analysis. Additionally, a six-lane Tt-[ 10 <br /> would bring LOS to D or better for ail movements, By 201.7, delay considerations <br /> l:or the intersection would requii'e a fidl interchange at TH 10. Although the delay <br /> is high, with the low volume of traffic on Alpine Drive it is unlikely that this <br /> intersection would meet any signal warrant analysis. If additional development <br /> occurs to the west on Alpine Drive~ the volume of traffic ush~g the .intersection <br /> may warrant signalization. <br />4. The intersection of'Alpine Drive and Armstrong Blvd. wilt requireimprovements <br /> before and after 2007.' These include the addition of multiple lanes and <br /> signalization as illustrated in Figures 9 and 10. By 2030, the volumes traveling ' <br /> north and south are likely to require a four-lane divided Am~strong. <br />5. The intersection or'Armstrong and InduStry Avenue requires extensive <br /> reconstruction to bring all movements to LOS D or better by 200Z These <br /> improvements include the reconstruction of each roadway to a four-lane roadway . <br /> with fulI turn lanes'~ Additionally; due to the hi.~'~ tm'ning volumes, dual leR turn <br /> lanes are required both northbound and westbound. - <br />6. After 2007, the roadway network should be redesigned to better accornn't0date the <br /> traffic, from the sites and take off the .pressure. fi-om Armstrong and Industry. The <br /> proposed re-alignment of Armstrong Boulevard would greatly improve operations' <br /> and traffic flow through the area. <br />7. With the new alignment 6f ga'mstrong, a new Armstrong and Industry intersection <br /> will be built. By 2017, this intersection wilt require a four-lane roadway on each <br /> approach with full turn lanes. Dual left turn lanes will also be r-equired <br /> westbound, northbound, and-southbound. By 2030, the volumes wil! be mlsed <br /> such that a tr/ple left westbound is required. This design will require a six-lane <br /> Armstrong south of Industry Avenue. Other options to alleviate this potential <br /> problem include an interchange design that allows for westbound left turns to <br /> move fi'eely or by keeping a half-diamond intemhange to the east on TH 10 off <br /> the existing Armstrong Boulevard. <br /> <br />Puhe Homes Development EA W <br />Trq/,/ic h~,pac!
