We'have revtewed the document w~th ht~way~d:p~s~
Our: e°ihifi~n~s].a?hs:follo~ed:

· Thc project developer and city should follow the guide~nes of the Anoka::Co~W
Highway Department Development Review Process Mamml, dated December
2003. The manual can be found online at x~;co~oka.mn,us ~der ~e
Highway Dcp~ment's link.

Our Traffic Engineering Manager, Jane Rose will address further comments on
the preliminary plat in another letter.

We would request the city use the Mefropolitan Council's Traffic Model, or the
County Traffic Model (based on the Metro Council Model):to project future
traffic. With the trends occurring in the regionwe question the trip geners/tion
numbers provided inthe EAW.

As an example, the Metro Council's Travel Behavior Inventory numbers ['or
Anoka County show an average of 12.3 trips per single-family home are
generated fi'om homes in our area. We have found these numbers to be a better
representation of the trends occurring in the area.

We request that there be a full discussion of traffic impacts prior to any final
approvals. Our data shows much greater impac~ from traffic generated by this
development. We have sefions concerns about the impacts on the County
Highway System.

Affirmative Action / Equal Opportunity Employer
