Processing application. The application must be filed with the zoning administrator together with the permit fee_ 30 days prior to a city council meeting. Following an inspection of the premises proposed to be licensed, the zoning administrator shall make a recommendation to the city council to approve or deny the application. The city council shall hold a public hearing and make the final decision on the application. c. Term and transfer. The license zoning permit shall be valid without renewal provided that the applicant complies with the terms of the license zoning permit. License Zoning permits under this chapter may not be transferred from person to person or from place to place. d. Revocation. The council may revoke any license issued under this article upon adequate notice and a hearing before the council, if requested, on the following grounds: any violation of this Code; material misstatement or misrepresentation in application for license permit or renewal thereof; failure to keep the licensee's permittee's premises in an orderly, aesthetically pleasing manner as prescribed by the council and/or its designated representative; failure to comply with the terms of the license permit. Sec. 10-56. - Number of dogs or cats permitted. (a) On a parcel or series of contiguous parcels under the same ownership or occupancy as the dog or cat owner, no more than three dogs and/or cats are permitted. A private kennel license is required for four or more dogs and/or cats. (b) Private kennel license process. (1) Application. The application for a license shall contain the following information; name, address, and telephone number of applicant; the address of the location where four or more dogs and/or cats will be maintained, the number of dogs and/or cats proposed to be maintained on the premise, the breeds of the dogs and/or cats to be maintained, and a sketch plan of the premises where the dogs and/or cats will be maintained.
