Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #21-216 <br />A RESOLUTION APPROVING HIRING CONTRACTORS TO ABATE VEHICLES <br />AND PUBLIC NUISANCE ITEMS FROM 7009 HIGHWAY 10 NW <br />WHEREAS, the property owner Jim Frampton (the "Property Owner") has an open code <br />enforcement case on the properties generally known as 7009 Highway 10 NW and legally <br />described as follows: <br />LOT 5 BLOCK 1 KOVAR ADD , EX RD SUBJ TO EASE OF REC, Anoka County, <br />Minnesota <br />and <br />LOT 6 BLOCK 1 KOVAR ADD , EX RD SUBJ TO EASE OF REC, Anoka County, <br />Minnesota <br />(the "Subject Properties"); and <br />WHEREAS, the Subject Properties are zoned H-1 Highway 10 Business District; and <br />WHEREAS, the Subject Properties are approximately 1.65 acres in size in total. The <br />western parcel is 0.82 acres in size and the eastern parcel is 0.83 acres in size; and <br />WHEREAS, there are documented City Code violations dating back to 2004, with <br />notices of violation regarding off-street parking; and <br />WHEREAS, the City has most recently opened a case on the Subject Properties for <br />violations related to off-street parking; and <br />WHEREAS, the City sent a formal first notice of violation on July 9, 2021 for off-street <br />parking violations; and <br />WHEREAS, the City of Ramsey City Code would allow the Subject Properties to have <br />vehicles for sale openly stored outdoors, if parked on approved surfacing; and <br />WHEREAS, Staff is aware the Subject Properties have a trailer used for storage, and a <br />plow truck, that are parked on the grass; and <br />WHEREAS, the Nuisance Regulations in the City Code regulate off-street parking <br />standards; and <br />WHEREAS, the Property Owner has not been making continued progress of the cleanup <br />required onsite; and <br />RESOLUTION #21-216 <br />Page 1 of 4 <br />
