Joseph L. Sathe Proposed Assistant City Attorney PROFESSIONAL CHRONOLOGY 2013 B.A., inagna cum laude, Hamline University, St. Paul, MN 2013-2015 Executive Assistant & Policy Aide to the General Counsel, Office of the Governor 2015-2017 Assistant to the Commissioner, Minnesota Department of Human Services 2019 J.D., Mitchell Hamline School of Law, St. Paul, MN 2019-Present Associate Attorney, Kennedy & Graven, Chartered LEGAL TRAINING AND YEARS OF PRACTICE Joe graduated from Mitchell Hamline in spring 2019 with a JD and was admitted to practice law in Minnesota in the fall of 2019. He has worked in the municipal department at Kennedy & Graven since 2019. Joe focuses his practice on general municipal law and addresses matters in the areas of zoning, land use, data practices, city code and charter interpretation and other general municipal law issues. He also drafts and reviews contracts, joint powers agreements, and proposed ordinances and resolutions. In addition, Joe represents the Suburban Rate Authority (SRA), a joint powers entity consisting of 32 municipalities, has appeared on SRA's behalf before the Public Utilities Commission, and has spent the last p � • pp '� related to COVID-19, including use of 16 months serving as the firms primary attorney working on mattersg emergency powers, the CARES Act, and the American Rescue Plan Act. Prior to becoming an attorney, Joe worked for the state of Minnesota, first as the Executive Assistant and Policy Aide to the General Counsel in the Office of the Governor and then as Assistant to the Commissioner at the Minnesota Department of Human Services. During his time at the state, Joe gained experience navigating through complex, multi -layered issues at both the statewide and agency level.
