He has worked in the municipal department at Kennedy & Graven since 2019. <br />Joe focuses his practice on general municipal law and addresses matters in the areas of zoning, land use, data <br />practices, city code and charter interpretation and other general municipal law issues. He also drafts and <br />reviews contracts, joint powers agreements, and proposed ordinances and resolutions. <br />In addition, Joe represents the Suburban Rate Authority (SRA), a joint powers entity consisting of 32 <br />municipalities, has appeared on SRA's behalf before the Public Utilities Commission, and has spent the last <br />p � • pp '� related to COVID-19, including use of <br />16 months serving as the firms primary attorney working on mattersg <br />emergency powers, the CARES Act, and the American Rescue Plan Act. <br />Prior to becoming an attorney, Joe worked for the state of Minnesota, first as the Executive Assistant and <br />Policy Aide to the General Counsel in the Office of the Governor and then as Assistant to the Commissioner <br />at the Minnesota Department of Human Services.
