Public Works Director Kapler advised staff is recommending using the Lawful Gambling Fund <br />lo cover the funding gap until such time that the Lions can pay the balance of the project cost. <br />This amount is estimated at $70,000. Staff recommends authorization be granted to begin the <br />process of completing design work and preparation of construction documents for the <br />construction of a replacement park shelter/concession stand building in the location of the <br />current park shelter/concession stand at Central Park. The costs of the project exceeding the <br />ah'cady donated $155,000 would be funded from the Lawful Gambling Fund until such time that <br />thc I~ions can pay the balance of the project back to the City. <br /> <br />Finance Officer Lund indicated the balance in the Lawful Gambling Fund is approximately <br />$210,000. As of today the Lions have donated a total of $185,000 and the amount needed for the <br />bridge is $40,000. <br /> <br />Councihnember Elvig expressed concern about a potential conflict of interest with the City <br />loaning funds to the Lions and also being in charge of gambling licenses. This could create a <br />situation where someone could accuse the City of favoritism to the Lions. <br /> <br />City Attorney Goodrich advised the Council does not have much discretion in denying or <br />granting a license if the criteria is met. The Gambling Board has very specific rules on granting <br />gambling licenses. <br /> <br />Councihncmber Cook suggested the $40,000 come from the Lawful Gambling Fund without any <br />stipulation on being reimbursed. <br /> <br />I"inance Officer Lund advised the purpose of the Lawful Gambling Fund is for projects that serve <br />the youth of the City. The proceeds in the Lawful Gambling Fund are expected to be spent down <br />every year. <br /> <br />Motion by Councilmember Olson, seconded by Councilmember Elvig, to recommend the City <br />Council authorize staff to proceed with the completion of design work and the preparation of <br />construction documents for the replacement of the Park Shelter/Concession Stand at Central Park <br />and to utilize thc Lawful Gambling Fund for the balance of the project as the City's donation. <br /> <br />Public Works Director advised the $225,000 total project amount is an estimate. If more than <br />$40,000 is needed it will be brought back to the Committee for approval. <br /> <br />Motion carried. Voting Yes: Chairperson Strommen, Councilmembers Olson and Elvig. Voting <br />No: None. <br /> <br />Further discussion: Assistant City Administrator Nelson indicated an individual on the Ramsey <br />Lions that works for the architectural firm of Adkins Association out of St. Paul completed <br />schematic design documents of the building. Adkins Association has submitted a proposal to <br />complete the rest of the architectural work for an amount not to exceed $16,330 plus <br />reimbursable expenses. That amount is included in the $225,000 estimate for the total project.
