Councilmcmber Elvig commented he likes the idea of public relations, and suggested staff <br />provide more direction to Golf & Howard as they work through things. <br /> <br />City Administrator Norman indicated much of this funding would come from the Council <br />Contingency Fund. <br /> <br />Councihncmber Olson noted the $15,000 that was authorized for Golf & Howard was a guess, <br />and now that staff has worked with them a bit they may be able to come up with a more realistic <br />f~gure. <br /> <br />Assistant City Administrator Nelson indicated Goff & Howard would likely be willing to <br />provide staff with a figure based on what staff would like to address. <br /> <br />(~ouncihncmber Olson suggested that a strategy be developed going forward, so there is a figure <br />in mind for the budgeting process. <br /> <br />Councihnember Elvig noted it should be taken into account if the public relations funding <br />reaches a certain amount that the City may want to consider an internal position. <br /> <br />Assistant City Administrator Nelson indicated this subject has been included for a 2006 budget <br />discussion item. <br /> <br />Finance Officer Lund advised there is a $115,000 balance in the Council Contingency Fund. <br /> <br />Nc) action necessary. <br /> <br />Case//3: <br /> <br />Authorize Design and Preparation of Construction Documents for Park <br />Shelter/Concession Stand at Central Park <br /> <br />Public Works Director Kapler explained to date, the Ramsey Lions have donated $155,000 to the <br />City of Ramsey to be used for the construction of a replacement building in the location of the <br />existing "Park Shelter/Concession Stand" located at Central Park. The Lions have committed to <br />cover all costs of the project other than the Engineering element, which will be donated to the <br />City by I Iakanson Anderson & Associates, Inc. Once the construction documents have been <br />completed, staff will proceed with bidding process for the project. Council will need to approve <br />fi~turc actions with regard to authorizing bidding as well as a contract for the successful bidder. <br />I le explained the Ramsey Lions have committed to cover the costs of the project, less the <br />Engineering cost. Due to the gambling revenue generating process used by the Lions, the City <br />has been requested to "bridge" the funding gap between the already donated $155,000 and the <br />complete cost, which is estimated at $225,000, until the time that the Lions can pay the balance <br />o l' thc cost. He advised the Lions commitment to fund the entire project is based upon their <br />generation of future revenues from charitable gambling, therefore the funding of the entire <br />project is not guaranteed.
