15nance Officer Lund advised it is possible that the EDA could pick up some of the cost for the <br />Community Center/Fitness Center. <br /> <br />Council member Elvig inquired about the Human Resources study. <br /> <br />City Administrator Norman replied the organizational study is more of a long range vision of a <br />growing community. The City has been internally working on what type of personnel will be <br />needed until the year 2015. Staff would now like to look more at 15 to 20 years out, but also <br />look at expected programming needs. <br /> <br />Assistant City Administrator Nelson indicated the cost for the compensation study is estimated at <br />$10,000 to $15,000. The study would be concerning a compensation plan with different <br />employee classifications. She explained the City will be moving up in Stanton once they reach a <br />population of 25,000. This study would provide the opportunity to phase these things in. She <br />explained Ramsey is in competition with the metro area when recruiting, and staff would like to <br />set up parameters the Council can weigh in on. <br /> <br />Chairperson Strommen stated she appreciates staff bringing this information to the Council early, <br />and she is willing to consider all of these services. It is important to have a good idea of the <br />amounts and where the funding will come from, and to have the flexibility to look at this <br />information with the 2006 budget. <br /> <br />City Administrator Norman indicated he agrees that the DJR Architect contract should be split <br />into phases, with the first phase of programming considered at this time. The individual <br />contracts will come back to the Council for discussion. He requested direction regarding the <br />(~o£t~ & Itoward contract, and explained staff will need to cut back on the use or more funds will <br />~eed to be authorized based on the amount that has been spent to date. <br /> <br />Councihncmber Olson commented if the funds that have been allocated to Goff & Howard have <br />been used, the City must be seeing more value in their services than the Council had anticipated. <br />I1' the services of Goff & Howard are of value she would not want to see the funds cut back very <br />much. The City is in a stage of high growth, and services of a company like this are valuable. <br /> <br />Chairperson Strommen concurred. She suggested it be determined what a reasonable amount <br />would bc to continue with Goff & Howard based on the City's needs. <br /> <br />Counci hnember Elvig asked if staff has gotten to a position of being able to determine objectives <br />fi)r Gof£ & Howard to draft an outline for the year. <br /> <br />Assistant City Administrator Nelson indicated Golf & Howard has been utilized with some of <br />the public relation issues, and with the ground breaking and press releases regarding the new <br />Municipal Center. Goff & Howard is also involved in the newsletter. A meeting has been <br />scheduled for the end of July with the employees that contribute to the newsletter to discuss how <br />the newsletter might be restructured to make it better. Staff will be working with Goff & <br />tloward on educating the newsletter writers on writing things from a positive voice.
