Finance Officer Lund replied the retainer is for the extension of the Highway 10 transportation
issues Thc Tinklenberg Group has been working on outside of the RALF Highway 10 projects.

Councilmember Olson asked how much the City has spent with The Tinklenberg Group over the
last couple of years.

City Administrator Norman replied the amount spent over the last couple of years is in line with
the amount proposed in this contract.

Councilmember Olson questioned how the $5,000 per month retainer would work.

City Administrator Norman replied The Tinklenberg Group would bill the City at a maximum
amount of $5,000.

Councilmcmber Strommen stressed the need to have the flexibility to review the information for
each of these consultants with the 2006 budget.

City Administrator Norman reviewed the following additional consulting service contracts:

· Paul Silk Film Buying: Paul Silk is a Ramsey resident who has 30 years of experience
in the motion picture business, which includes studio distribution of motion pictures and
representing theater owners. Staff would like to use Mr. Silk's consulting services when
negotiating for a cinema project. The proposal is $5,000 for a two year total, which is
really only enough to compensate Mr. Silk for his services.
· I)JR Architects: The City selected DJR Architects to assist with the Community
CenteffFitness Center project. Staff would also like to utilize DJR services with the
exterior design of the cinema project. The proposal is for an amount of $69,000.
· lluman Resources Study: Staff would like to discuss the possibility of initiating an
Organizational Study for an estimated amount of $50,000, and a Compensation Study.

City Administrator Norman explained this case is meant to be a general discussion regarding the
consultants. The service of each consultant will be brought back individually for discussion.

(~ouncihncmber Elvig asked what services D JR Architects would be providing.

City Administrator Norman replied DJR Architects would be the main architect with the
Community Center/Fitness Center, and also with the cinema exterior.

Councilmcmber Elvig commented his understanding was that DJR Architects would be
completing some programming on the cinema. He stated there is a wonderful opportunity with
public buildings to pull in a nationally renowned architect, and to obtain significant amounts of
public relations.

City Administrator Norman indicated staff will draft the contract with D JR to relate solely to the
programming element.

Finance Committee / June 28, 2005
