COMMISSION BUSINESS Case #1: Sketch Plan Review for Marigold Ponds C i vii Engineer Il Linton stated Oakwood Land Development has submitted sketch plans for Marigold Pond. The site is located east of Highway 47 at 160th Lane NW. This project will rcqu irc a comprehensive plan amendment. The project is in the Rum River Recreation District. The site is $8 acres and 102 urban single family homes are proposed. Land only dedication would require 5.8 acres. The site is immediately east of Elmcrest Park, however Highway 47 separates this parcel from the park. The master trail plan shows a proposed trail along the west side of [Iighway 47, no trails are shown on the east side of TH 47. Trail will be required along thc east side of TH 47 in accordance with the sidewalk and trail policy. Extension of these trails would bc required to provide access to the signalized intersection at Alpine Drive or the future signalized intersection at 167th Avenue NW. l'rccedcnt has been to make the formal park dedication after the preliminary plat has been submitted. This is definitely prudent at this stage since the plans are changing. Thc Commission should bring forward their ideas for needed improvements in the Rum River Recreation District so that they can be given to the developer for inclusion in the plans. Staff recommends parkland be dedicated in this development so that some recreational opportunities are provided without the need to cross TH 47. Chairperson Johns wondered if this went back to the river at all. Civil Engineer II Linton stated it would not but will provide a neighborhood connection. This will provide a second means for access out on TH 47. Chairperson Johns asked how far this is from Woodland Greens and Bear Park. Civil Engineer Il Linton stated it was pretty far away from them. Parks/Utilities Supervisor Riverblood stated there are two things the Commission should consider, the first is the trail corridor separates the scout camp from the existing trail. The green corridor could separate the two uses. They need to look at that corridor which may mean they take a fiftecn foot easement on the line. They could also see if the entire thirty five acres could be dedicated. (:hairpcrson Johns stated she would like to get the connection to the river. Parks/Utilities Supervisor Riverblood indicated they wanted to get the costs for highway crossings. It is unlikely this will be signalized anytime soon so he thought they could get the costs for a pedestrian overpass along with the space required to do this. Civil Engi neet I!
