Commissioner Shryock asked if the Planning Commission looked at the road configuration and <br />bringing the road south because there seems to be a lot of cul-de-sac's in the area. <br /> <br />Civil Engineer II Linton stated they are requesting an easement between the units to access some <br />high ground. He stated the length of the cul-de-sac is over one thousand feet but there are not a <br />lot of options left. <br /> <br />Fire Chief Kaplcr stated they have discussed the issue of the long cul-de-sac. <br /> <br />Commissioner Shryock wondered if they could have a road connection going out of the end of <br />the parcel. <br /> <br />Civil Engineer II Linton stated there is a large wetland at the end of the parcel so he did not think <br />thcy could do that. He thought it would be fairly expensive to try to get a road through in that <br />area. <br /> <br />Motion by Commissioner Shryock, seconded by Commissioner LaMere, to accept Park and Trail <br />dedications in cash for Rum River Estates. The Park dedication will be cash and trail dedication <br />will bc cash and public use easement extends from the easterly end of the cul-de-sac to the <br />eastern boundary of the eastern property line. <br /> <br />Commissioner Ostrum stated he had a concern with the density in this area with the wetland. <br /> <br />Motion carried. Voting Yes: Chairperson Johns, Commissioners Shryock, LaMere, Olds, <br />Ostrum, and Pontius. Voting No: None. Absent: Lehman. <br /> <br />Case#4: Pre-Sketch Plan Review for Pulte Development West of Armstrong <br /> Boulevard <br /> <br />Civil Engineer II Linton explained Pulte Homes is acquiring 190 acres west of Armstrong <br />Boulevard. They are proposing a mix of single-family homes, townhomes, apartments and <br />commercial development. They have submitted several different sketches of the proposed <br />development to staff; however they have not submitted an application to start the formal review <br />process. This site is in the Lake Itasca Recreation District. <br /> <br />Chahperson Johns stated she was trying to figure out how close this development would be to <br />other parks in the City. She indicated they did have a large area of greenway going through town <br />Celltcr. <br /> <br />Commissioner Ostrum stated this puts more emphasis on the Town Center. He stated they need <br />more park space, not less in that area. <br /> <br />Parks/Utilities Supervisor Riverblood stated staff needs to look at the demographics of what is <br />proposed and what is existing and then decide how the park needs to be laid out. <br /> <br />Park and Recreation Commission/April 14, 2005 <br /> Page 6 of 10 <br /> <br /> <br />
