Parks/Utilities Supervisor Riverblood explained the ordinance in regards to the northern most <br />cul~de-sac. He stated it is not probable with the wetland in the area and the cul-de-sac is private. <br /> <br />Civil Engineer ii Linton stated the Planning Commission recommended to the City Council to <br />not approve this in the current configuration based on the road configuration. <br /> <br />Civil Engineer Il Linton noted the sidewalk will connect to Old Nowthen Boulevard and part of <br />Old Nowthen Boulevard is recommended to be upgraded to Nowthen Boulevard. He stated the <br />trail will be along the right-of-way. He noted this is the same recreation district as Elmcrest <br />Park. <br /> <br />Commissioner Ostmm wondered if they were premature in putting amounts in the motion <br />because if the configuration changes, the amounts might change. <br /> <br />Civil Engineer II Linton thought if there was language added to the motion indicating possible <br />changes. He stated this still needs to go to the Lower Rum River Water Management <br />Organization for review and that may change the number of homes. <br /> <br />Chaiq)crson Johns asked if a boardwalk will need to be installed. <br /> <br />Parks/Utilities Supervisor Riverblood stated the developer needed to demonstrate why they <br />cannot put a trail along County Road 5, and then they may need to put in a boardwalk. <br /> <br />Motion by Commissioner Ostmm, seconded by Commissioner Shryock, to approve Park and <br />Trail dedications in cash for Shade Tree Cottages. The Park dedication will be cash and trail <br />dedication will be cash along with trail connectivity from the cul-de-sac to the trail right-of-way <br />on Nowthcn Boulevard and a trail along there in some form or another. <br /> <br />Motion carried. Voting Yes: Chairperson Johns, Commissioners Ostrum, Shryock, LaMere, <br />Olds, and Pontius. Voting No: None. Absent: Lehman. <br /> <br />(iasc//3: Consider Park and Trail Dedication for Rum River Estates <br /> <br />Civil Engineer II Linton noted National Growth has submitted the preliminary plat for Rum <br />River Estates. The project is at the north end of Potassium Street, which is unimproved. The <br />existing street will need to be improved to serve this development and the adjacent Shade Tree <br />Cottages. The Shade Tree Cottages project shows the proposed street improvements. This <br />projcct is in the Oak Recreation district. <br /> <br />Associate Planner Wald stated this went through the Planning Commission and there were <br />problems with density and other issues.
