<br />Councilmember Heineman introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #21-222 <br /> <br />RESOLUTION APPROVING JOINT POWERS AGREEMENT WITH ANOKA <br />COUNTY FOR INTERIM BUNKER LAKE BOULEVARD/COUNTY ROAD 116 <br />IMPROVEMENTS <br /> <br /> WHEREAS, <br />a Joint Powers Agreement (JPA) was entered into on April 12, 2005, by and <br />between the County of Anoka and the City of Ramsey defining various public works <br />improvements required to support development of Ramsey Town Center (RTC; now The COR), <br />along with the required processes and cost-shares associated with the improvements; and <br /> <br /> WHEREAS, <br />the JPA specifies that the City of Ramsey is responsible for expanding <br />Bunker Lake Boulevard/CSAH 116 between Armstrong Boulevard/CSAH 83 and Ramsey <br />Boulevard/CSAH 56 to a four lane divided highway with turn lanes, and for constructing signal <br />systems at Center Street and Sunwood Drive; and <br /> <br /> WHEREAS, <br />numerous major improvement projects are proposed along U.S. Highway <br />10/169 through the cities of Anoka and Ramsey between 2022 and 2025; and <br /> <br /> WHEREAS, <br />the Minnesota Department of Transportation (MnDOT) studied potential <br />traffic impacts to nearby roadways resulting from the proposed improvements along U.S. <br />Highway 10/169 and determined that Bunker Lake Boulevard will be the most commonly used <br />alternate route and that traffic volumes on Bunker Lake Boulevard between 7th Avenue/CSAH 7 <br />and Armstrong Boulevard/CSAH 83 will double from 2022 through 2025, and that Bunker Lake <br />Boulevard requires improvements to safely accommodate the added traffic; and <br /> <br /> WHEREAS, <br />Anoka County proposes to complete various interim improvements to <br />Bunker Lake Boulevard/CSAH 116 between Armstrong Boulevard/CSAH 83 and Sunfish Lake <br />Boulevard/CSAH 57 to accommodate the increased traffic volumes from 2022 through 2025, <br />and requests that the City of Ramsey enter into a Joint Powers Agreement to define the <br />respective costs and responsibilities of both parties for the proposed interim improvements; and <br /> <br /> WHEREAS, <br />the JPA that was entered into on April 12, 2005, by and between the <br />County of Anoka and the City of Ramsey, is not proposed to be amended at this time as a result <br />of the proposed interim improvements; and <br /> <br /> WHEREAS, <br />the City of Ramsey and Anoka County desire to work cooperatively to safely <br />accommodate the increased traffic on Bunker Lake Boulevard/CSAH 116 between Armstrong <br />Boulevard/CSAH 83 and Sunfish Lake Boulevard/CSAH 57 during the proposed improvements <br />along U.S. Highway 10/169 between 2022 and 2025, and beyond. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA: <br /> <br /> <br />
