Chah'pcrson Vogt stated he is hearing discussion around Planning and Zoning and what the City <br />Council will be doing. The Charter is not about a debate of where pipes are. <br /> <br />Mr. Zactsch stated that's exactly right - it doesn't say that. This goes to the fundamental things <br />you can do by Charter - revenue - expenditure. <br /> <br />Commissioner LaMere asked if it is possible that this protection is there -just not in the Charter <br />})tit by ordinance so do we even need to amend the Charter. <br /> <br />Mi'. I tendriksen stated that the City Council could have enacted a Police Department but citizens <br />drafted a petition that said we should have a Police Department because the citizens were <br />concerned that the City Council would disband the Police Department. <br /> <br />Commissioner LaMere stated she is not sure and not comfortable with 8.3. She talked about <br />normal functions of the City and what is the administrative duty. <br /> <br />Commissioner Ebel asked if it is done this way in any other city to which Mr. Goodrich replied <br />I10. <br /> <br />Mr. Zactsch stated that you have the equivalent with enterprise funds. <br /> <br />Chairperson Vogt inquired where the funds come from to which Mr. Zaetsch replied contractors. <br /> <br />Mi'. I tcndriksen stated that the need is created by a developer - the cost should be covered by a <br />developer who has a profit motivation. <br /> <br />Mi'. Goodrich stated that there is nothing in the City Code, Charter or State Statute that requires <br />people to hook up. <br /> <br />Commissioner Simenson stated with regard to escrow - determining escrow would be for hook <br />ups to new property. <br /> <br />Mr. t-tcndriksen stated it says the money would be set aside for hook ups - a home forced to <br />hook up. <br /> <br />Mr. Zaetsch commented on the government charges paid through escrow. <br /> <br />Mr. Hcndriksen stated that if we can presume that all feasibility studies before the City Council <br />did not occur in the dark - we have to assume the City is planning to do a lot of leap frog <br />development in the future. <br /> <br />[)icl( Church stated that back in January 2005, Ramsey still had a 10 acre development <br />moratorium. That changed to four homes per acre so they could utilize property up near the gun <br />club to be able to develop that so the developer could make a profit on that. Second, the City <br />Council has been working very hard with one man to proceed with sewer and water and also <br />working hard to change the City Code so they are a benefit to the residents now.
