<br />Senior Planner McGuire Brigl stated the City Council adopted a Code enforcement policy that <br />would be helpful to discuss at an upcoming work session for potential amendment. <br /> <br />Councilmember Musgrove stated the City Council should review the appeal process again, to <br />improve communication. <br /> <br />Councilmember Musgrove asked whether City Staff will keep a record of the plan verifying the <br />number of violations during a specific time frame. Ms. McGuire confirmed this, adding there is a <br />lengthy record in the permit system. <br /> <br />Councilmember Musgrove stated the past year has been difficult for local businesses, with Covid <br />restrictions, business limitations and financial issues. She added it is reasonable to take into <br />consideration the business climate over the past year, with Covid restrictions, Covid-related <br />limitations, and struggling businesses. <br /> <br />Motion by Councilmember Musgrove, seconded by Councilmember Heineman, to postpone <br />abatement of 6336 Highway 10 NW indefinitely as the property owner appears to be in <br />compliance, and no action is required. <br /> <br />Motion carried 6-1. Voting Yes: Mayor Kuzma, Councilmembers Heineman, Howell, Musgrove, <br />Riley, and Woestehoff. Voting No: Councilmember Specht <br />7.08: Adopt Resolution #21-218 Granting Amended Interim Use Permit for St. Katharine <br />Drexel <br /> <br />Senior Planner McGuire Brigl reviewed an Interim Use Permit (IUP) that has already been granted <br />to St. Katharine Drexel Church for a storage building on their site, to be constructed prior to <br />construction of the new church. She added restrooms are proposed to be added to the storage <br />building, which will require a water line. She noted City Staff recommend that the IUP be <br />amended to clarify and include details about the new water line. <br /> <br />Senior Planner McGuire Brigl stated, at the Planning Commission meeting, the IUP was approved <br />with two Planning Commissioners abstaining as their involvement in the church construction <br />project. She added this is another reason to amend the IUP rather than handle it administratively, <br />in the interest of transparency. <br /> <br />Councilmember Musgrove asked whether the location of the proposed storage building has <br />changed. Ms. McGuire stated the location was not specified as the site plan was not refined. <br /> <br />A resident, representing St. Katharine Drexel Church, stated the exact location of the storage <br />building was not finalized. He added the building was originally proposed to be located closer to <br />Central Park but was moved east of the tree line to keep development options open. <br /> <br />Councilmember Musgrove asked whether the IUP is for the water line. The applicant stated the <br />IUP amendment is being recommended by City Staff to show the restrooms on the inside of the <br />storage building, since the buildings were empty on the original drawings. <br />City Council / July 27, 2021 <br />Page 23 of 25 <br /> <br /> <br />
