<br />Councilmember Riley introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #21-229 <br /> <br />RESOLUTION IDENTIFYING FINDINGS, APPROVING A COMPRHENSIVE PLAN <br />AMENDMENT CONTINGENT UPON METROPOLITAN COUNCIL APPROVAL, TO <br />AMEND LAND USE DESIGNATION ON THE SUBJECT PROPERTY FROM HIGH <br />DENSITY RESIDENTIAL TO MEDIUM DENSITY RESIDENTIAL, AND <br />AUTHORIZING CITY STAFF TO SUBMIT AN APPLICATION TO THE <br />METROPOLITAN COUNCIL FOR AN AMENDMENT TO THE COMPREHENSIVE <br />PLAN <br /> <br /> WHEREAS, <br />U.S Home Corporation (dba Lennar), hereinafter referred to as “Applicant”, <br />properly applied to the City of Ramsey (the “City”) requesting an amendment to the <br />Comprehensive Plan to amend the future land use designation of the subject parcel from High <br />Density Residential to Medium Density Residential. This change is for the following legally <br />described property: <br /> <br />The southeast ¼ of the southeast ¼ of Section 20 Township 32 Range 25 except <br />the east 466 feet of the north 466 feet thereof, except road, subject to easements of <br />record <br /> <br />(the “Subject Property”) <br /> <br />WHEREAS, <br /> the 2040 Comprehensive Plan guides the Subject Property as High Density <br />Residential; and <br /> <br />WHEREAS, <br /> the Applicant is requesting that the designated land use be revised to Medium <br />Density Residential to accommodate a proposed residential subdivision; and <br /> <br />WHEREAS, <br /> the properties to the north, west and east (across Armstrong Boulevard) of <br />the Subject Property are designated as Rural Developing in the 2040 Comprehensive Plan; and <br /> <br />WHEREAS, <br />the Applicant has submitted a request for a Zoning Amendment to rezone the <br />Subject Property from R-1 Residential (MUSA - 80) and R-3 Residential (High Density) to R-1 <br />Residential (MUSA – 65) and R-2 Residential (Medium Density); and <br /> <br />WHEREAS, <br /> the Ramsey Planning Commission met on July 22, 2021, conducted a public <br />hearing, and considered the Applicant’s request for a Comprehensive Plan Amendment; and <br /> <br />WHEREAS, <br /> the Ramsey Council reviewed the request on August 10, 2021 and approved <br />the request on August 24, 2021, finding that there was not an additional 27.5 acres of land that <br />they wished to re-guide to High Density Residential, and that the Medium Density Residential <br />designation aligned with the character of the site better than High Density Residential. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br /> <br />1)That the Ramsey City Council hereby approves the request for a land use designation change <br />from High Density Residential to Medium Density Residential, contingent upon: <br /> <br />
