addressed the concerns he had. He stated some of his neighbors were here and while some don't
support the development, others do if they can benefit but may not stand up and talk about it.

Mr. Bob Sibilski, 7240 ~ 166th Avenue, stated he does not support the development but has
resolved and knows that it is going in. He stated a transition out to Marble Avenue would be
good. He noted there are large acre lots, 8 acres and his is 6.25 acres, so the transition seems out
of place. He stated he is very concerned about traffic coming onto 166th Avenue which is already
used by residents as the route to the west part of the City. He stated he has a five year old boy
and there are other children in the area.

Mayor Gamec stated the City is also concerned about the road alignment and sharp turns. He
noted that is not within the developing property but needs to be addressed. He advised that the
citizens on the gravel road to the west end have requested that their roadway be upgraded.

Mr. Mike Shoquist, 7075 - 153~d Avenue NW, stated {he whole City will be sewer and water
because this is the metropolitan area. He stated that it is wrong to hassle back and forth every
time a project comes up and what residents should be concerned about is good housing and good
roads so it is done right the first time. He stated he has lived in Ramsey for 30 years and people
who have lived here for years also want to subdivide because that is their retirement.

Mr. Dick Church, 16900 - 168th Avenue, stated he has lived there 16 years and was told 16 years
ago the roads would be overlaid with another two inches of blacktop but it was never done. He
stated he realizes the Councilmembers have not served for 16 years but it is not fair to him or the
other residents who do or do not want to subdivide to have to drive on roads that go long without
being taken care of. Mr. Church stated a hardship can be looked at from two directions and he
docs not think it is a wonderful thing to be able to reach out and touch a house. He stated that a
democratic process is to vote and two residents spoke in support of sewer and water but ten don't
think it is fine. He stated that residents won't be allowed to vote on it but some look at it being
more valuable to live on 40 acres than to have a house too close. Mr. Church stated he heard
someone say Ramsey asked to be a developing community. He asked the Mayor and Council if
they did ask for the community of Ramsey to be a developing community. He noted that there
are only a/kw people here but there are a lot of people out there who did not have a say in that.
tlc stated the "tail should not wag the dog."

Councilmember Cook stated we are not a democratic society; we are a democratic representative
society which means residents vote every four years to elect who should represent them on the
Council. Also, 50% of the residents need to want sewer and water before it goes in. However,
residents do not get to decide if water or sewer should be installed on someone else's property.

Mr. Church stated his vote did not count in the last election.

Mr. Chuck Hedstrom, 7100 - 166th Avenue NW, stated he is concerned because he lives on 166th
Avenue and asked if the Council could consider a roadway incorporated into this development,
along Trott Brook, and to create a greenway and pedestrian way. He stated this is an opportunity
I'br the City to do something.

City Council / March 22, 2005

25
