Brookfield Addition <br />Preliminary Plat Review <br /> <br />4of6 <br /> <br />Staff offers the following comments: <br /> · All street names will need to comply with the County grid system. <br /> A temporary cul-de-sac will need to be provided on the unnamed Street shown east of <br /> Garnet St. <br /> · A 40-foot-wide segment of 167th Avenue which was dedicated by the W'estby 1st <br /> Addition will need to be vacated. <br /> It is recommended that Lot 10, Block 10 be reserved as an outlot to create a future street <br /> connection from the development to 167th Avenue. <br /> · It is recommended that the roundabout in the intersection of Garnet- Street and PROF J, <br /> and the median at PROF H be eliminated. <br /> ,, The preliminary plat has been forwarded to Anoka County for review and comment. It is <br /> anticipated that the fight-of-access along Nowthen Blvd Will need to be dedicated to <br /> Anoka County. Comments from Anoka County Highway Department have not been <br /> received at the time of this writing. The accesses proposed to CSAH 5 may not comply <br /> with County access spacing guidelines. <br /> <br />The City's Comprehensive Plan proposes the extension of 167th Avenue as a collector street <br />through this subdivision. The submitted sketch plan is not consistent with this plan. The City <br />Council has recommended that the transportation plan be amended such that the future collector <br />street follows an alternative alignment to the south utilizing the general alignment following <br />166th Avenue. <br /> <br />It is also significant to note that a provision has been made for a future road access across Trott <br />Brook. <br /> <br />Traffic Analysis Report: A traffic generation analysis for this development has been prepared <br />by Bolton & Menk [nc. which analyzed the impact of this development on the following- <br />intersections: <br /> <br />1. 166'h Avenue and Variolite <br />2. Ramsey blvd and Nowthen Blvd <br />3. 167th andNowthen Blvd. <br />4. 167ta Avenue and Coquina St. <br />5. 167th Avenue and St Francis Blvd. <br /> <br />All of the above intersections, except for 167th Avenue and TH 47 will continue to operate at <br />acceptable levels of service. No immediate improvements are recommended for these <br />intersections around the development. The intersection' at 167t~ Avenue and TH 47 currently <br />operates below a desirable level of service during the afternoon peak period. I.m. proving the level <br />of service at this intersection will require signalization of this intersection. The intersection must <br />meet traffic warrants before this signalization will be allowed by MnDOT. <br /> <br />40 <br /> <br /> <br />
