Brookfield Addition <br />Preliminary Plat Review <br />July 29, 2005 <br /> <br />Grading and Drainage Plans: <br />A preliminary grading and drainage plan has been prepared for this-subdivision by Passe <br />Engineering, Inc. Staff offers the following comments on this plan: <br /> <br /> I. Lot comer elevations need to be provided on all lot comers and along the centerline of <br /> drainage swales which do not coincide with common property lines. Drainage and utility <br /> easements need to be provided over such swales. <br />2. A table must be added specifying house type, garage elevation, minimum floor elevation, <br /> and lowest opening elevation. <br />3. The 100 year flood elevations for Trott Brook and the adjacent wetland need to be noted <br /> on the grading plan. All lowest floor building elevations must be two feet above this <br /> elevation. <br />4. The emergency overflow elevation for the Water quality pond within Block' 10 must be <br /> one foot lower than the .lowest adjacent grade of the building structures. <br />5. The maximum slope should not exceed one foot vertical to four feet horizontal.. <br /> <br />Calculations need to be submitted showing the pre- and post-runoff conditions: A permit from <br />the Lower Rum River Water Management Organization will be required. <br /> <br />Utilities: All lots are proposed to be served by municipal sewer and water. A preliminary Utility <br />plan has been prepared which is .generally acceptable. Construction plans and specifications are <br />subject to review of the City Engineering Department will be required at the time of £mal plat <br />submittal. The feasibility for extending municipal sewer and water to the subject property is <br />under consideration by the City Council and must be approved prior to the approval of this plat. <br /> <br />Park Dedication: The preliminary plat will be forwarded.to the Park and Recreation <br />Commission for a recommendation on park dedication. The City has the option for land, cash or <br />a combination thereof. <br /> <br />Trail Fee: Trail Fees must be paid for new lots created prior to release of the final plat for <br />recording. It should be noted that the Park and Trail Plan shows proposed trails south of Trott <br />Brook and along Nowthen Blvd on the subject property. Both trails are shown on the submitted <br />preliminary plat. The proposed trail on Nowthen Blvd. is shown within the right-of-way; this trail <br />should be located within the property boundary: <br /> <br />Sewer and Water Trunk Fee: The Developer and the City will need to enter into an agreement <br />addressing the financing of the sewer and water extension to this development. <br /> <br />Stormwater Management Fee: A stormwater management fee must be paid for all new lots <br />being created. The rate in effect at the time of final plat approval must be paid prior to the City's <br />release of the final plat for recording. <br /> <br />4~ <br /> <br /> <br />
