Mayor Gamec stated the issue of forced hookup of services has been a concern for a lot of <br />residents. But, there are also residents who want to connect but can't get it. He advised that at <br />the last workshop a discussion occurred that the ordinance language would be changed so a <br />resident would not have to connect unless they want it. <br /> <br />City Administrator Norman stated the draft language would repeal those parts of Section 4 and <br />repeal forced hookup. <br /> <br />Mayor Gamec explained the intent is to take out of the Charter and Ordinance all clauses that say <br />if sewer is available and your system fails, you have to connect. Also, the "due on sale" <br />connection wil~l be repealed. He stated the City cannot absorb the cost to run the pipe up unless it <br />is paid for by those who need it. <br /> <br />Mr. Dan Murphy stated his sister lives in Ramsey and thinks this proposed change may ease <br />many resident's minds if they know that will be repealed. <br /> <br />Councilmember Elvig stated this has been a pet peeve of his for a long time because residents <br />don't tike having to be forced to connect. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to introduce an ordnance <br />amending Chapter 4 of the Ramsey City Code, which chapter is known as "Public Facilities and <br />Improvements" chapter. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, . Jeffrey, Pearson, <br />and Strommen. Voting No: None. Absent: CouncilmemberOlson. <br /> <br />Mayor Gamec noted that after the ordinance is adopted and published, it will be effective in 30 <br />days. <br /> <br />Councilmember Strommen asked the Council to address the contamination and lead issues' that <br />have been raised. She asked Mr. Peterson if he will seek a certificate of completion from the <br />MPCA. <br /> <br />Mr. Joe Otten, Environmental Engineer with Wenk Associates and formerly supervisor of the <br />VI'C program with the WCA, stated he is familiar with that issue: He advised the contamination <br />has been characterized so the MPCA has given approval to a response action plan relative to no <br />further action for the soil. What has not yet been accomplished, but is intended, is groundwater <br />qualification which will qualify the developer for a certificate of completion, Mr. Otten stated he <br />does not anticipate lead contamination in ground water since this lead is not of.a soluble nature <br />but there were other uses on the site that could contribute some low level petroleum <br />contamination. The soil work is mostly complete but additional site characterization data will be <br />collected. Mr. Otten advised there has been recent discussion about another shooting area but <br />there are not enough data points to satisfy the MPCA that enough investigation has been done. <br />This lead contamination is primarily shot so there is no potential to affect young children the <br />same way lead contamination from paint in homes might.
