Motion carried. Voting Yes: Mayor Gamec, Councilmembers Pearson, Cook, and Jeffrey. <br />Voting No: Councilmember Strommen. Abstain: Councilmember Elvig. Absent: <br />Councilmember Olson. <br /> <br />Case #4: <br /> <br />Request for Sketch Plan Review of Sweet Bay Ridge; Case of Oakwood Land <br />Development <br /> <br />It was noted that the staff report for Case #4 was presented with Case #3. <br /> <br />Councilmember Elvig suggested the wetland areas be'looked at, noting a corridor cuts through <br />the wetland area. He stated he would like to work with the developer to create a conservation <br />easement by acquisition, donation, or whatever means. He noted the plan shows lots abutting a <br />wetland but to get habitat flow, a conversation easement in back of these lots would be needed. <br />Tha1 type of easement would not allow fences or sheds or structures and would maintain the <br />main corridors. He stated another suggestion would be whether a boxed culvert could be used <br />for the roadways rather than filling the wetland areas. <br /> <br />Mayor Gamec asked Bob Hamborg if the trail easement is behind the properties to the east side. <br /> <br />A resident indicated the trail easement was taken off the covenants when they were rewritten. <br /> <br />Councilmember Pearson asked if the property contamination will not be addresse ~d without this <br />project moving forward. <br /> <br />Mayor Gamec stated that is the case. He asked about the clay targets. <br /> <br />Mr. Peterson stated that issue is also being addressed. <br /> <br />Councilmember Jeffrey asked for direction on the concern for the street through Traprock. He <br />stated he would like to see that access closed and a cul-de-sac created to provide separation. He <br />asked staff whether that would be an issue. <br /> <br />Mayor Gamec noted the Fire Chief usually does not support that type of roadway configuration. <br /> <br />Public 'Works Director Kapler commented that in a perfect world it is better to have the streets <br />connect. He noted there is a 600 foot cul-de-sac length restriction that was first established <br />because of getting water in but it is also a concern for emergency vehicle access. <br /> <br />Councilmember Cook asked if closing Traprock would cause a problem with fire response. <br /> <br />Public Works Director Kapler stated they would respond, dump water, go to the hydrant to fill, <br />and then come back in. <br /> <br />80 <br /> <br />City Council / March 22, 2005 <br /> Page 21 of 38 <br /> <br /> <br />
