Minnesota Department of Natural Resources

DNR Waters, Central Region - 1200 Warner Road, St. Paul, MN 55106-6793
Telephone: (651) 772-7910 Fax: (651) 772-7977

March 24, 2005

Sylvia Frolik, Asst. Community Development Director
City of Ramsey
15153 Nowthen Boulevard NW
Ramsey, Minnesota 55303

Pdt: Sketch Plan, Sweet Bay Ridge, Public Water Wetland No. 2-341W, City ofRamsey, Anoka County

Dear Ms. Frolik:

I have reviewed the sketch plan for Sweet Bay Ridge (formerly the St. Anthony Gun Club) proposal and
have the tbllowing comments:

l. We appreciate the open space and preservation areas proposed. We recommend that there be
permanent wetland buffers along all wetland edges and that the buffers are marked with permanent
monuments. The larger the width of the buffer, the more effective the buffer will' be. I recommend a
minimum of 20 feet. The wetlands on site are a prominent feature, visually and ecologically, and deserve
a good deal of protection.

2. The opening in the alternative wetland crossing for Drive C is far better than the typical fill and culvert
crossing. It's not clear whether a DNR permit would be required for this crossing~ If it is, we will .be
looking to reduce the area of fill further.

3. The extension of Drive A eastward across public waters wetland No. 2-341W will be subject to public
waters permit rules. The City will need to sponsor the roadfill project and demonstrate a substantial
public need for the road, and show that there are no other feasible and practical alternatives that would
have less environmental impact.

4. It is my experience that house sites with very little upland a~acent to the house, such as that numbered'
44 on the large drawing, at the end of the Drive B cul-de-sac, are troublesome, both for the original and
future homeowners, and the regulatory agencies that will deal with recurring problems. I recommend
dropping that lot. Similarly, I'd recommend adjusting the position of Drive G, so no wetland fill is
needed.

Thank you tbr the opportunity to comment. Please feel free to contact me with questions.

Sincerely, ~

Tom Hovey //
/\rea I [ydrologist

I)NR Information: 651-296-6157 · 1-85B-646-6367 · TTY: 651-296-5484 · 1-800-657-3929

Printed on Recycled Paper Containing a
Minimum or' 20c,4 Post-Consumer Waste

83
