The preliminary plat submittal, entitled <br />Sweet Bay Ridge, consists of five (5) sheets: Preliminary Plat, Utility, arid Grading <br />Plans, dated May 2, 2005, revised August 2, 2005; and the Landscaping Plan dated <br />August 1, 2005, and the Tree Preservation Plan dated May 2, 2005, revision August 1, <br />2005. Ali plans are prepared by Passe Engineering, Inc. We offer the following <br />comments: <br /> <br />General: The sketch plan consisted of 102 acres proposed to-be subdivided into 165 lots. <br />The preliminary, plat proposes 158 lots. The plat also contains three (3) outlots (A, B, C). <br />Outlot A will preserve a corridor for the possible future extension of 161st Avenue N.W. <br />to the east. Outlot B will preserve a corridor for the possible future connection with <br />Traprock Street to the south. Outlot C would provide an opportunity for cormection to <br />160th Avenue N.W. to the east. <br /> <br />Zoning: The property is zoned R-1 Residential. At the 'time of sketch plan .review, the <br />property was in the Rural Reserve Area of R-1. The development of the property with <br />municipal water and sanitary sewer required a CompreHensive Plan amendment to change <br />the land use from Rural Reserve to Low Density Residential. On March 3, 2005, the <br />Planning Commission conducted a public heating and recommended that City Council <br />deny the request for an amendment to the Comprehensive Plan. On March 22, 2005, the <br />City Council approved the amendment to the Comprehensive Plan. The amendment 3as <br />forwarded to the Metropolitan Council for approval. On 'June 29, 2005, the Metropolitan <br />Council took final action and approved the amendment to the Comprehensive Plan. The <br />property is now in the R-1 Metropolitan Urban Service Area (MU.SA). <br /> <br />Density: The R-I Residential regulations in the MUSA allows a net density of 3 units <br />per acre. The gross density is approximately 1.5 units per acre. The net density, with <br />wetlands factored out, is 2.1 units per acre. <br /> <br />84 <br /> <br /> <br />
