Counci hnember introduced the following resolution and moved for its adoption: RESOLUTION #05-08- RESOLUTION OF A NEGATIVE DECLARATION FOR THE PREPARATION OF AN ENVIRONMENTAL IMPACT STATEMENT 0gIS) FOR BROOKFIELD ADDITION WHEREAS, Oakwood Land Development, hereinafter referred to as "Developer", is proposing to develop the Brookfield Addition within the City, within the City of Ramsey, hereinafter referred to as "City", that is attached to this document; and WHEREAS, under 4410.4300(19)(c) of the State of Minnesota Rules, the subdivision proposed by the Developer is required to have an EAW prepared; and WHEREAS, for the purposes of conducting the EAW, the City is the Responsible Governmental Unit ("RGU"); and WHEREAS, Chapter 4410.1500 of Minnesota Rules requires the RGU to prepare a draft EAW document and distribute it to various governmental agencies and the general public; and WHEREAS, in accordance with Minnesota Rules Chapter 4410, the City of Ramsey has completed the public comment period for the Brookfield Addition an.d, WHEREAS, the mandatory EAW was sent to the following agencies for review and COlmnent: U.S. Army Corps of Engineers U.S. Environmental Protection Agency U.S. Fish & Wildlife Services Board of Water and Soil Resources Minnesota Department of Agriculture Minnesota Department of Health Minnesota Department of Natural Resources Minnesota Department of Transportation Minnesota Environmental Quality Board Minnesota Historical Society Minnesota Pollution Control Agency Metropolitan Council Anoka County and, WHEREAS, a notice of the mandatory EAW was published in the EQB Monitor on June 20, 2005, and copies of the document were placed in the Technology and Science Library, the Legislative Reference Library and the Anoka County Library-Rum River branch and, WHEREAS, the deadline for comment on the EAW was July 20, 2005 and,
