COMMENTS & RESPONSES <br /> <br /> .Sweetbay Ridge EAW <br />,*'Jul~ 1~, 2005 <br /> Page 3 <br /> <br />CITY OF RAMSEY 9634275543 P,04 <br /> <br />Water Quality: Surface Water Runoff (Item No. 17 <br /> <br />Item No. 17b states that although the volume of the storm water entering the Rum River may <br />increase, the discharge rate will not increase and there will be no adverse impacts from the <br />proposed development improvements. We disagree. The decrease in water infiltrating into the <br />ground and increase in water running off due to roads, rooftops and other, impervious surfaces <br />will have an adverse impact. The change in runoff volume may result in lowered water tables, <br />shrinking wetlands, decreased base flow in streams, sustained high water levels in receiving <br />waters, sustained and possibly increased flood levels and durations., decreased water quality, <br />and increased erosion in streams as the channel changes in response to the new flow regime. <br />We recommend that the project proposer take additional steps to keep runoff volumes at pre- <br />development levels by decreasing impervious surface and increasing infiltration and casual <br />storage. <br /> <br />Thank you for the opportunity to review this project and the EAW.
