The City <br />also notes the DNR's concern regarding oak wilt. Steps have been taken to prevent the spread of oak <br />wilt; diseased trees removed and plow lines have been installed. The City has also requested that the <br />developer submit a plan that outlines future actions that will be taken to protect the remaining oak trees <br />fi'om oak wilt. The developer will be encouraged to limit fragmentation of the remaining wooded areas, <br />and to avoid carrying out construction operations in the wooded areas during the peak infection period <br />(April - June). <br /> <br />Item No. 11: Fish, Wildlife and Ecologically Sensitive Resources <br />The developer will take care to protect and maintain the characteristics of both the drainage ditch and <br />Trott Brook. This will include appropriate erosion controls during construction, and adequate vegetative <br />buffers around the ditch and Trott Brook. Buffer areas will surround all the wetlands on site. The City of <br />Ramscy will enforce erosion control and vegetative buffer ordinariaes for all construction in order to limit <br />the cumulative impacts on Trott Brook. <br /> <br />Item No. 12: Physical Impacts on Water Resources <br />Alternatives to crossing the wetland were considered, but were not feasible. Wetland fill areas will be as <br />small as practical for construction and will occur at narrow points and farm road locations. A permit from <br />the DNR will be acquired for any work below the Ordinary High Water level of public waters wetland <br />No. 2~341 W. <br /> <br />Adequate wetland buffers of native vegetation will be established and maintained around all existing and <br />created wetlands and the storm water ponds. The buffers will be marked with appropriate signs <br />discouraging mowing and change of grade. Wetlands and ponds will be placed entirely in easements that <br />will be turned over to the City upon completion of construction. <br /> <br />Item No. 13: Water Use <br />The design average water use of 150 gallons per person per day is a conservative design value for <br />planning purposes. At the suggestion of the Metropolitan Council, the City will be consistent with the <br />July 2004 Comprehensive Water System Study. In addition, the City will promote reduced lawn watering, <br />drought tolerant landscaping and appropriate site preparation in order to reduce water use. <br /> <br />Item No. 17: Water Quality: Surface Water Runoff <br />The City will look for opporttmities to incorporate low impact development features to help treat runoff <br />and recharge the groundwater table. <br /> <br /> <br />
