COMMENTS & RESPONSES

09:~0

CITY OF RAMSEY 7634L:~75543 P.05

COUNTY OF ANOKA
Publlc Services Division
.HIGHWAY DEPARTMENT
1440 OUNKER LAKE BLVD, N,W., ANDOVEFI, MINNESOTA 55304-4005
(761t) 862-4200 FAX (763) 862-4201

Julyl9th, 2005

Mr. James Norman, City Administrator
City of Ramsey
15153 Nowthen Blvd. NW
Ramsey, MN 55303

RE: SWEETBAY RIDGE DEVELOPMENT

Dear Mr. Norman,

We would llke to thank you for including us in the review of the Sweetbay Ridge
Development EAW. We have reviewed the document with highway and park staff. Our
comments are as follows:

The project developer and city should follow the guidelines of tho Anoka County
Highway Department Development Review Process Manual, dated December
2003. The manual can be found online at, www.co.anoka.mn.us under the
Highway Department's link.

Our Traffic Engineering Manager, Jane Rose will addre~;s further comments on
the preliminary plat in another letter.

We would request the City use the Metropolitan Council's Traffic Model, or the
County Traffic Model (based on the Metro Council Model) to project future
traffic. With the trends occurring in the region we question the trip generatimt
numbers provided in the EAW.

As an example, the Metro Council's Travel Behavior Inventory numbers for
Anoka County show an average of 12.3 trips per single-family home are
generated from homes in our area. We have found these numbers to be a better
representation of the trends occurring in the area.

Affirmative Action / Equal Opportunity Employer
