Central Rural Reserve Study <br /> ]uly 26, 2005 <br /> Page 3 <br /> <br />HKGi will use a combination of mapping and illustrations to show the form and <br />character of a series (three to five) development alternatives for the Central Reserve. <br />Based on our current understanding of.the Area, potential alternatives may include: <br /> <br />1. Infill. This alternative will describe the ability for additional housing based on <br />existing vacant land and the ability to serve development without municiPal utilities. <br /> <br />2. Incremental Redevelopment. -This alternative considers the potential for a <br />market-driven approach that assembles parcels and constructs new housing on a <br />scattered site basis. <br /> <br />3. Urban Services - Base. This alternative depicts a l°w density residential <br />development pattern similar to other neighborhoods in Ramsey with sanitary sewer <br />service. <br /> <br />4. Urban Services' Redesign. This alternative takes the Iow density residential <br />development in #3 and considers the ability to redesign development pattern and the <br />street system. <br /> <br />5. Urban Services - Mixed Density. This option examines the ability to redevelop <br />the Central Reserve with a combination of low and medium density housing s'tyles. <br /> <br />Task 4 - Evaluate the Alternatives <br /> <br />This task prepares information needed to understand the implications of development <br />alternatives for the Central Rural Reserve. The evaluation will be conducted in a <br />manner that provides needed information for decision makers in Ramsey, but also <br />creates a framework for use in evaluating similar development patterns in other places. <br />In addition to the alternatives created in Task 3, this task will also examine the <br />implications of extending municipal utilities into the Area with the existing <br />development pattern. The evaluation of alternatives will include: <br /> <br /> · Estimated outcomes of each alternative, including population, househOlds and <br /> property valuation. <br /> <br /> · Implications for street system. <br /> <br /> · Implications for development outside of Central Reserve. <br /> <br /> · Costs associated with each alternative including redevelopment and <br /> infrastructure. <br /> <br />· Ability of development to support these costs. <br /> <br />· Public actions and investments needed to undertake alternative. <br /> <br /> <br />
