FC CASE #1 <br />CONSIDER PROPOSAL FOR SEWER STUDY NORTH OF <br /> TROTTBROOK <br />Assistant Director of Public Works / Principal City Engineer Brian E. Olson <br /> <br />Background: <br /> <br />Recently, the City Council adopted an Ordinance that allowed for the clustering of <br />housing to facilitate orderly urban development north of the Trottbrook. One advantage <br />to this type of housing is that it allows us to install the infrastructure for urban services <br />when they become available. The City has received a number of cluster development <br />requests within the last month and are looking for direction on how to proceed. <br /> <br />There has been significant discussions with the Metropolitan Council regarding capacity <br />and when we were writing the update to the Comprehensive Sewer Plan we did not <br />expand the urban service area to the area north of the Trottbrook. On Wednesday, August <br />3, 2005, Staff met with the Metropolitan Council to talk again about sewer capacity. We <br />arc expecting a letter from them that will guarantee sewer capacity to the City of Ramsey <br />fi'om "border to border" at some point in the future. <br /> <br />In order to install the infrastructure (sanitary sewer) within the cluster developments the <br />system must be designed so that we know the correct elevations to install the pipes and <br />lil~t stations. Staff received a proposal from Bolton & Menk to complete this update for a <br />cost not to exceed $18,000. This would be financed from the Sewer Fund. <br /> <br />Recommendation: <br /> <br />Stall' rccomlnends that the comprehensive sanitary sewer study be updated to include the <br />area between the Trottbrook and the northern City limits to provide a vision on how to <br />procccd with the cluster developments. <br /> <br />Council Action: <br /> <br />Motion by thc Finance Committee recommend to City Council to direct Staff to update <br />lhc comprehensive sanitary sewer study to include the area between the Trottbrook and <br />thc northern City limits to provide a vision on how to proceed with the cluster <br />dcvclopments. <br /> <br />Reviewed by: <br /> <br />City Administrator <br />Director of Public Works / Fire Chief <br />Finance Officer <br /> <br />FC: 08/09/05 <br /> <br /> <br />
