The consensus of the Council was to direct staff to provide further information regarding <br />redevelopment opportunities in the City and potential actions on a future HRA agenda. <br /> <br />}IRA Executive Director Frolik indicated the consultants would like to provide an update on the <br />Comprehensive Plan process and discuss land use scenarios at a joint meeting with the City <br />Council and the Planning Commission on August 15th, and to receive direction regarding the <br />completion of the process on August 29th. <br /> <br />1) Old Town Hall <br /> <br />Management Intern Schmidt reviewed that staff was directed to obtain cost proposals for the <br />completion of the renovations and moving the Old Town Hall within the Town Center. <br />Numerous improvements need to be completed within the Old Town Hall in order to establish <br />the building in a manner that would be conducive to uses. Staff contacted KKE Architects, Inc., <br />the architects that worked on the Old Town Hall in the late 1990's, for the cost proposal. The <br />total construction cost came to $96,747, which includes the $20,000 structural repair contingency <br />and $7,907 general contractor fee. He indicated staff contacted Prodger Housemovers, based out <br />of Wyoming, MN for the cost proposal to move the Old Town Hall approximately three miles to <br />Town Center. The cost came to $27,000. The City would still be responsible for the trimming <br />or removal of any trees along the moving route, permits, escort fees, and overhead utility costs. <br />In addition, the cost proposal does not include materials or installation of materials when the Old <br />Town I tall is set on its new foundation. <br /> <br />City Administrator Norman advised not included in these costs is a foundation for the structure. <br /> <br />Mayor Pro Tern Elvig noted slab on grade might be an option for the site. <br /> <br />Councihnember Jeffrey inquired if the building would be used for meeting and community <br />space. <br /> <br />City Administrator Norman replied the building could be used for special activities or events. <br /> <br />Councihnember Strommen arrived at 6:51 p.m. <br /> <br />Councihnember Jeffrey asked who would manage and maintain the building. <br /> <br />Assistant City Administrator Nelson replied the City would take the building on as a facility to <br />maintain. <br /> <br />Councihnember Elvig expressed concern with the cost of moving and maintaining the building. <br /> <br />Councihncmber Jeffi'ey noted the land value of the current site would likely offset the costs of <br />moving the building to the new location. <br /> <br />City Council Work Session / July 28, 2005 <br /> Page 2 of 5 <br /> <br /> <br />
