Casc #14: <br /> <br />Rcquest for Final Plat and Site Plan Approval of Ramsey Town Center 8th <br />Addition; Case of Ramsey Town Center LLC <br /> <br />Community Development Director Trudgeon stated Ramsey Town Center, LLC has submitted a <br />final plat and site plan to develop 23 small-lot single-family homes on approximately 8.13 acres <br />in Ramsey Town Center Addition. The proposed development is located north of Bunker Lake <br />Boulevard and west of the extension of Town Center Drive. The subject property is currently <br />zoned Town Center-4a Neighborhood District (TC-4a). This district allows for a mix of <br />residential uses at a net density up to 10 units per acre. As submitted, the final plat for the 8th <br />Addition has a net density of 8.48 units per acre. The overall site, including the 8th, 9th, and 10th <br />Additions, has a net density of 4.75 units per acre (not including the park or outlot). The City <br />Council approved a Comprehensive Plan Amendment to change the land use designation on this <br />property from Low- and Medium-Density Residential on June 28, 2005; this final plat and site <br />plan approval would be contingent on Metropolitan Council approval of that Comprehensive <br />Plan Amendment. <br /> <br />Mr. Trudgcon explained the development is proposing small-lot single family homes that will be <br />designed to accentuate the positives of Town Center. There are strict guidelines that each of <br />these units will adhere to. The new lots will be served by a 50-foot public street right-of-way <br />with a standard 32-foot pavement width. The development of the plat will include the <br />construction of the following public streets: 147th Lane NW extending west from Town Center <br />Gardens, Zeolite St NW, and Town Center Drive. Grading and street alignment must be <br />coordinated with the Town Center Gardens Development to the east. The construction of Town <br />Center Drive north of Bunker Lake Boulevard is not scheduled until 2008, and no bonding has <br />been initiated for this street. If this street is to be constructed prior to 2008 staff is <br />recommending that the developer be responsible for construction, unless a temporary alternative <br />can be agreed upon by the developer and the City. He advised revised Grading and Drainage and <br />Utility Plans are required. There are several easements within the proposed plat that must be <br />vacated prior to recording of the plat; staff has included this easement vacation as a condition of <br />plat approval. Stormwater generated by the 8th, 9th, and l0th Additions cannot be fully <br />accommodated on-site; part of the volume will be directed to the regional stormwater pond in <br />F]'OWll Center West Park. Staff has reviewed calculations provided by the applicant; this increase <br />in runoff will increase the area of the regional pond by 3.0 acre feet, raising the pond level <br />approximately 0.1 feet. The proposed Landscaping Plan is generally acceptable with some <br />minor modifications. No tree preservation plan is required as the site is void of trees. <br /> <br />Mr. Trudgeon advised the Park Commission reviewed the sketch plan on February 10, 2005. <br />They stressed the Town Center Development guideline that encourages the use of private <br />courtyards or usable greenspace being provided for the residents of the building. The final site <br />plan complies with the development guidelines and provides green spaces for recreational and <br />stormwater management purposes on each block. The Master Development Agreement for <br />Town Center establishes that there are no park or trail fees due on this plat. However, there is a <br />park payment obligation on the 1st Amendment to the Master Development Agreement that <br />requires a cash payment, to the City, upon sale of the property in an amount equal to 750 times <br />thc number of eligible units on the property in accordance with the zoning regulations.
