advised staff is recommending approval of the request for final plat and final site plan approval <br />contingent on compliance with the following: <br /> 1. Compliance with City Staff Review Letter dated July 22, 2005 <br /> 2. The Developer entering into a Development Contract with the City <br /> 3. Approval of the request for Comprehensive Plan Amendment from the Metropolitan <br /> Council <br /> 4. Approval of the request for easement vacation on the Subject Property <br /> <br />Councihnember Elvig inquired about the builders for the development. Greg Voss of RTC, LLC <br />replied there are five or six single family builders. He requested clarification regarding the <br />lbllowing statement in the Staff Review Letter: "Grading north of Bunker Lake Boulevard on <br />Outlot A exceeds the 4:1 maximum slope permitted. Any changes of grades to the roadway or <br />plat as a result of the sledding hill that is to be constructed in North Park will be the Developer's <br />responsibility. Grading plans for the park must be re-submitted prior to final plat approval." He <br />requested clarification that this refers to final plat approval of the park, and not 8th Addition, and <br />that the park plan is not a condition of this final plat approval. <br /> <br />Civil Engineer II Linton explained each of the plans for Additions 8, 9, and 10 are coming <br />separately and showing the contours just off the property line. Staff is requesting a <br />comprehensive grading plan of how everything fits together. They are not asking for final park <br />plans, but that work with Addition 8 and 9 are coordinated across the park so staff can see how it <br />all ties together. <br /> <br />Mr. Voss stated this will be virtually impossible. There are still unknowns regarding whether <br />there will be a sledding hill or a swimming pond in the park, and that will have a big impact on <br />the grades. <br /> <br />Civil Engineer II Linton indicated what is needed is a plan to tie the contours of Additions 8 and <br />9 together with the existing grade, recognizing in the future there will be a new plat coming in. <br /> <br />Councihnember Cook noted the grading that is done on Additions 8 and 9 could eliminate some <br />of the options on the park and make decisions about where things can and cannot go. This is <br />fairly important, and it may restrict them from having a sliding hill just by the elevations around <br />the park. <br /> <br />Mr. Voss explained the initial concept plan for the North Park showed boundaries and roads on <br />three sides of the park, and the Master Plan already provided some drainage and some <br />restrictions as to the boundaries of the property. <br /> <br />Councilmember Cook commented there is an old school feel to this with the different builders, <br />which fits well along side the park. <br /> <br />Mr. Voss commented the builders have spread themselves throughout the project and there will <br />be a nice mixture in the development. <br /> <br />City Council / July 26, 2005 <br /> Page 22 of 35 <br /> <br /> <br />
