Motion by Councilmember Elvig, seconded by Councilmember Cook, to adopt Resolution #05- <br />07-237 approving the final plat of Ramsey Town Center 8th Addition, with the following <br />contingencies: I. Compliance with City Staff Review Letter dated July 22, 2005 <br /> 2. The Developer entering into a Development Contract with the City <br /> 3. Approval of the request for Comprehensive Plan Amendment from the Metropolitan <br /> Council <br /> 4. Approval of the request for easement vacation on the Subject Property <br /> <br />And to approve the final site plan of Ramsey Town Center 8th Addition. <br /> <br />Further discussion: Councilmember Olson asked if there will be any restrictions regarding <br />fences in the development. She stated they should be mindful that these are very small lots and <br />she would not be in favor of seeing fences going up here. <br /> <br />Community Development Director Trudgeon indicated staff can discuss this being included in <br />/he covenants with the developer. <br /> <br />Mr. Voss stated it would be appropriate for staff to draft an ordinance regarding fencing that they <br />as thc developer would work with. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Jeffrey, Olson, <br />t'carson, and Strommen. Voting No: None. <br /> <br />Case #15: <br /> <br />Request for Final Site Plan Approval of Ramsey Town Center Oth Addition; <br />Case of Ramsey Town Center LLC <br /> <br />Community Development Director Trudgeon explained Ramsey Town Center, LLC has <br />submitted a final plat and site plan to develop 90 townhome units on approximately 7.78 acres <br />a4iacent to Ramsey Town Center 8th Addition. The subject property is currently zoned Town <br />Center-4a (TC-4a). This district allows for a mix of residential uses at a net density up to 10 <br />units per acre. As submitted, the final plat for the 9th Addition has a net density of ! 1.56 units <br />per acre. The overall site, including the 8th, 9th, and l0th Additions, has a net density of 4.75 <br />units per acre. The City Council approved a Comprehensive Plan Amendment to change the <br />land use designation on this property from Low- and Medium-Density Residential on June 28, <br />2005. This final plat and site plan approval would be contingent on Metropolitan Council <br />approval of that Comprehensive Plan Amendment. He advised the grading and utility plans <br />comments are similar to Ramsey Town Center 8th Addition. <br /> <br />Community Development Director Trudgeon advised the plat will be served by private streets <br />that will be 24 feet wide and meet City standards for length. The extension of Town Center <br />Drive will be constructed as part of Ramsey Town Center 9th Addition. Stormwater generated by <br />the 8th, 9th, and 10th Additions cannot be fully accommodated on-site; part of the volume will be <br />directed to the regional stormwater pond in Town Center West Park. Staff has reviewed <br />calculations provided by the applicant; this increase in runoff will increase the area of the <br />regional pond by 3.0 acre feet, raising the pond level approximately 0.1 feet.
