Park Commission reviewed the sketch plan on February 10, 2005. They stressed the Town <br />Center Development guideline that encourages the use of private courtyards or usable greenspace <br />being provided for the residents of the building. The final site plan complies with the <br />development guidelines and provides green spaces for recreational and stormwater management <br />purposes on each block. The Master Development Agreement for Town Center establishes that <br />there are now park or trail fees due on this plat. However, there is a park payment obligation on <br />the Ist Amendment to the Master Development Agreement that requires a cash payment, to the <br />City, upon sale of the property in an amount equal to 750 times the number of eligible units on <br />the property in accordance with the zoning regulations. He advised staff is recommending <br />approval of the request for final plat and final site plan approval contingent on compliance with <br />the following: <br /> 1. Compliance with City Staff Review Letter dated July 22, 2005 <br /> 2. The Developer entering into a Development Contract with the City <br /> 3. Approval of the request for Comprehensive Plan Amendment from the Metropolitan <br /> Council <br /> 4, Approval of the request for easement vacation on the Subject Property <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Jeffrey, to adopt Resolution #05- <br />07-238 approving the final plat of Ramsey Town Center 9th Addition, with the following <br />contingencies: <br /> 1. Compliance with City Staff Review Letter dated July 22, 2005 <br /> 2. The Developer entering into a Development Contract with the City <br /> 3. Approval of the request for Comprehensive Plan Amendment from the Metropolitan <br /> Council <br /> 4. Approval of the request for easement vacation on the Subject Property <br /> <br />And to approve the final site plan of Ramsey Town Center 9th Addition. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Jeffrey, Elvig, Olson, <br />Pearson, and Strommen. Voting No: None. <br /> <br />Case #16: <br /> <br />Request for Final Plat and Site Plan Approval of Ramsey Town Center l0th <br />Addition; Case of Ramsey Town Center LLC <br /> <br />Comn~unity Development Director Trudgeon indicated Ramsey Town Center, LLC has <br />submitted a final plat and site plan to develop 44 small-lot single-family homes on approximately <br />9.77 acres in Ramsey Town Center Addition. The proposed development is located north of <br />Bunker Lake Boulevard and west of the extension of Zeolite St. The subject property is <br />currently zoned Town Center-4a Neighborhood District (TC-4a). This district allows for a mix <br />of residential uses at a net density up to 10 units per acre. As submitted, the final plat for the l0th <br />Addition has a net density of 6.5 units per acre. The City Council approved a Comprehensive <br />Plan Amendment to change the land use designation on this property from Low- and Medium- <br />Density Residential on June 28, 2005. This final plat and site plan approval would be contingent <br />on Metropolitan Council approval of that Comprehensive Plan Amendment.
