Mr. rfrudgeon explained the development is proposing small-lot single family homes that will be <br />designed to accentuate the positives of Town Center. There are strict guidelines that each of <br />these units will adhere to. The new lots will be served by a public street loop with a 50-foot <br />right-of-way on the north side of the plat. The development of the plat will include the <br />construction of Zeolite Street NW and the other three public streets surrounding the plat. <br />Parking requirements are met for each unit. He advised it should be noted that Lots 1-6 of Block <br />2 are within an area shown as a permanent wetland on the LRRWMO wetland permit. These lots <br />cannot be platted unless the wetland permit is amended and approved by the LRRWMO. Staff <br />has included a condition in the final plat resolution that a revised final plat be submitted with <br />thesc lots shown as an outlot until the permit can be amended. There are several easements <br />within the proposed plat that must be vacated prior to recording of the plat; staff has included <br />this easement vacation as a condition of plat approval. <br /> <br />Mr. Trudgeon advised staff is recommending approval of the request for final plat and final site <br />plan approval contingent on compliance with the following: <br /> 1. Compliance with City Staff Review Letter dated July 22, 2005 <br /> 2. The Developer entering into a Development Contract with the City <br /> 3. Approval of the request for Comprehensive Plan Amendment from the Metropolitan <br /> Council <br /> 4. Approval of the request for easement vacation on the Subject Property <br /> 5. Submittal of a revised final plat to show Lots 39-44, Block 1 as an outlot <br /> <br />Motion by Councilmember Pearson, seconded by Councilmember Olson, to adopt Resolution <br />#05-07-239 to approve the final plat of Ramsey Town Center l0th Addition, with the following <br />contingcncies: <br /> 1. Compliance with City Staff Review Letter dated July 22, 2005 <br /> 2. The Developer entering into a Development Contract with the City <br /> 3. Approval of the request for Comprehensive Plan Amendment from the Metropolitan <br /> Council <br /> 4. Approval of the request for easement vacation on the Subject Property <br /> 5. Voting Yes: Mayor Gamec, Councilmembers Pearson, Olson, Cook, Elvig, <br />Jeffrey, and Strommen. Voting No: None. <br /> <br />t"urther discussion: Mayor Gamec requested the developer provide the City with a list of the <br />builders after the lots are finalized. Mr. Voss indicated the list will be emailed to staff. <br />Councilmcmber Cook expressed his appreciation of the diversity in these developments. <br />Councihnember Elvig asked about the timing for building to begin. Mr. Voss replied the 9th <br />Addition will likely start in a couple of weeks.
