Council Business <br /> <br />Mayor Gamec called the regular City Council meeting back to order at 7:25 p.m. <br /> <br />City Engineer Jankowski advised staff understands that Oak Terrace Estates will be submitting a <br />waiver of the sixty day period between the close of the public hearing and the ordering of this <br />project. Based upon this anticipated action it is the recommendation of staff that the City <br />Council order the preparation of plans and specifications for Improvement Project 02-40. <br /> <br />Councihnember Pearson asked if the estimated costs are current or 2002 costs. <br /> <br />City Engineer Jankowski replied the estimated costs were updated in July of 2005. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Olson, to adopt Resolution 05- <br />07-227 ordering the preparation of plans and specifications for Improvement Project 02-40. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Olson, Elvig, Jeffrey, <br />Pearson, and Strommen. Voting No: None. <br /> <br />Case #3: <br /> <br />Request to Rezone Property from R-1 Single Family Residential to Planned <br />Unit Development; Case of National Growth <br /> <br />Community Development Director Trudgeon indicated Case Nos. 3 and 4 are related. Case No. <br />3 is thc request to rezone property from R-1 Single Family Residential to Planned Unit <br />Development, and Case No. 4 is the request for preliminary plat and site plan approval of Rum <br />River [:.states. There was a lot of discussion at the last meeting, and the Council adopted <br />findings of fact in support of the rezoning. After more discussion the Council tabled any further <br />action. Ite indicated there is still discussion to be had about Potassium Street, and he will answer <br />any questions of the Council. <br /> <br />City Administrator Norman reviewed that there was direction from the Council to meet with the <br />County regarding access onto CR 5. The County indicated they would allow a one for one <br />exchange on the access. <br /> <br />Mayor Gamec noted at the last Council meeting there was discussion that the ability to remove <br />the lift station due to the sewer being put in would likely waive the negatives of the cul-de-sac <br />length. The main discussion was about Quicksilver Circle extending out to Highway 5, or <br />Potassium Street being improved. <br /> <br />Councihnember Strommen stated she apologizes to the Council and the residents that she was <br />absent at the last meeting due to a work conflict. She saw the discussion regarding the cul-de-sac <br />length, and still has issues with the length of the cul-de-sac. She still feels there could have been <br />a better job done with the buffering for the established homes. Regarding the Shade Tree and <br />Potassium Street issue, she would be in favor of extending Quicksilver Circle to Highway 5. If <br />the City would be forced to look at a one to one trade on the access, her recommendation would <br /> <br />City Council / July 26, 2005 <br /> Page 8 of 35 <br /> <br /> <br />
