Voting No: None. <br /> <br />Case #2: <br /> <br />Public Hearing on Improvement Project #02-40 Sanitary Sewer Watermain <br />and Storm Sewer Improvements to Oak Terrace Estates Mobile Home Park <br /> <br />Mayor Gamec closed the regular portion of the City Council meeting at 7:24 p.m. in order to <br />conduct a public hearing. <br /> <br />Public ltearing <br /> <br />Mayor Gamec called the public hearing to order at 7:24 p.m. <br /> <br />Presentation <br /> <br />City Engineer Jankowski explained on November 8, 2002 a petition from Oak Terrace Estates <br />was presented to the City Council requesting that a study be prepared which would determine the <br />feasibility of extending City sewer and water services to this mobile home trailer park located <br />along T.It. 10. The total project cost to extend sewer and water is estimated at $229,677. In <br />addition to these costs, there will be trunk costs of $2,385 per each of the 93 units resulting in an <br />additional $221,805 cost to the mobile home park. He advised it is proposed to finance the total <br />project cost, except for the $18,688 cost of extending the sanitary sewer to the east property line <br />of the park, through special assessments to Oak Terrace Estates consistent with Minnesota State <br />Statutes 429 and City of Ramsey Code Chapter 4. An assessment of $432,794 for project and <br />trunk costs would be collected over a ten-year period with interest. With interest estimated at <br />6.5%, the annual cost to Oak Terrace Estates would be $60,204 or $647 per unit. <br /> <br />City Engineer Jankowski explained in addition to the above assessed costs, two charges that need <br />to bc paid upon connection of each unit to the sanitary sewer and water systems are the sewer <br />availability charge (SAC) and water availability charge (WAC). The 2005 charge per WAC and <br />SAC are $1,384 and $1,650 respectively for a total of $3,034 per unit. The total cost for <br />connecting all 93 units would be $282,162. <br /> <br />Citizen Input <br /> <br />ri'here was none. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to close the public <br />hearing. <br /> <br />Motion carried.
