CC Regular Session <br />Meeting Date: 08/24/2021 <br />Submitted For: Joe Feriancek, Engineering/Public Works <br />By: Joe Feriancek, Engineering/Public Works <br />Information <br />5. 15. <br />Title <br />Adopt Resolution #21-240 Accepting Municipal Utility Testing Proposals for 2022 Pavement Management <br />Program Projects <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to adopt Resolution #21-240 accepting municipal utility testing proposals for 2022 <br />pavement management program projects. <br />Background: <br />On July 13, 2021 the Ramsey City Council adopted Resolution #21-194, ordering Staff to request proposals for <br />televising the sanitary and storm sewers and leak testing the watermain for 2022 Pavement Management Program <br />projects. The updated 2022 — 2031 10-Year Capital Improvement Plan (CIP) has not yet been approved by City <br />Council, but to solicit bids this winter, Staff needs to begin designing the projects and preparing plans. Testing of <br />existing municipal utilities, which includes sanitary sewer, storm sewer, and watermain, is standard practice when <br />designing street reconstruction projects because newly paved streets in Ramsey are anticipated to have a 60-year <br />life span, assuming proactive maintenance. Identifying damaged or failing municipal utilities under streets before <br />they are reconstructed allows the required repair or replacement work to be completed as part of the street <br />reconstruction project before the new pavement is placed, preventing costly pavement repairs after the fact. <br />Utilities testing consists of first cleaning sewer pipes with a water jetter, then using a camera to televise the inside of <br />sewer pipes (sanitary and storm). While Public Works does have a water j etter and has cleaned sewer pipes in <br />previous years in preparation for televising the pipes, they have had a hard time cleaning all sewer pipe segments in <br />recent years in advance of televising due to conflicts with other work, requiring the televising work to be <br />rescheduled on numerous occasions, resulting in delays and additional Staff hours spent coordinating this work. <br />Staff therefore requests that all sewer pipe cleaning work be contracted out in 2022 to ensure that all sewer pipes are <br />properly cleaned before televising and all necessary pipe repairs can be observed and completed before pavement <br />management projects are completed. <br />Sound enhancing equipment is used to listen for leaks in watermain between hydrants and valves. Staff does not <br />have the equipment needed to complete this work in-house. <br />Pipe Televising Quotes — Sanitary and Storm Sewer <br />Televising sewer pipes informs Staff of the conditions of the pipes, and locates existing damage, if present. This <br />allows Staff to include the required repair or replacement work for any damaged pipes into the street reconstruction <br />plans, which is more cost effective than doing repairs as standalone projects, or as change orders during the <br />reconstruction project. <br />Staff requested proposals for each street reconstruction project from four contractors known to perform this work. <br />Proposals for each project were received from two of the contractors, which are tabulated below. <br />CLEAN & TELEVISE SANITARY & STORM SEWER <br />Project <br />iSunwood Drive & Waco Street Quote <br />Hydro-Klean, LLC <br />$ 12,310.30 <br />American <br />Environmental, LLC <br />$ 19,023.75 <br />
