Councihnetnber Olson introduced the following resolution and moved for its adoption: RESOLUTION #05-08-257 RESOI.UTION OF A NEGATIVE DECLARATION FOR THE PREPARATION OF AN ENVIRONMENTAL IMPACT STATEMENT (EIS) FOR SWEETBAY RIDGE DEVELOPMENT W ItEREAS, Oakwood Land Development, hereinafter referred to as "Developer", is proposing to develop the Sweetbay Ridge Development within the City of Ramsey, hereinafter rclbrrcd to as "City", that is attached to this document; and WIIEREAS, under 4410.4300(19)(c) of the State of Minnesota Rules, the subdivision proposed by the Developer is required to have an EAW prepared; and WItEREAS, for the purposes of conducting the EAW, the City is the Responsible Governmental Unit ("RGU"); and WtlEREAS, Chapter 4410.1500 of Minnesota Rules requires the RGU to prepare a draft I,;A W doct,nent and distribute it to various governmental agencies and the general public; and WIIEREAS, in accordance with Minnesota Rules Chapter 4410, the City of Ramsey has completed the public comment period for the Sweetbay Ridge Development and, WltEREAS, the mandatory EAW was sent to the following agencies for review and comment: [J.S. Army Corps of Engineers IJ.S. Environmental Protection Agency tLS. Fish & Wildlife Services Board of Water and Soil Resources Minnesota Department of Agriculture Minnesota Department of Health Minnesota Department of Natural Resources Minnesota Department of Transportation Minnesota Environmental Quality Board Minnesota Ifistorical Society Minnesota Pollution Control Agency Metropolitan Council Anoka County and, Wll EREAS, a notice of the mandatory EAW was published in the EQB Monitor on .lunc 20, 2005, and copies of the document were placed in the Technology and Science Library, the I,cgi s lative Reference Library and the Anoka County Library-Rum River branch and, WItEREAS, the deadline for comment on the EAW was July 20, 2005 and,
