Councilmember Specht commented that he believes this should be evaluated but could be done in
the future.
Councilmember Howell commented that if the franchise fee is the best method, then there should
not be fear in discussing it further. She stated that she would not want to see this continue to be
pushed out. She stated that using the levy for funding does not have the risk of a lawsuit but there
have been several lawsuits related to franchise fees.
Deputy City Administrator Gladhill commented that it seems there is consensus to evaluate the
program, which would include reviewing a history.
Councilmember Howell commented that she would feel more comfortable if there is a specific
timeline identified.
Councilmember Woestehoff stated that he would not want to push it further than the first quarter
of 2022 but would be concerned that having the discussion too soon could interfere with the budget
discussions.
City Administrator Ulrich stated that some of the work can be done during the budget discussions
with further discussion to follow this fall.
Councilmember Musgrove noted that there are more properties in Ramsey that will be joining the
tax rolls which will have a better impact on the levy.
Deputy City Administrator Gladhill confirmed the consensus to use the language recommended
by the Finance Director and set a date of quarter three of 2021.
Councilmember Riley referenced number ten to update the downtown master plan and asked if
that references The COR master plan.
Deputy City Administrator Gladhill confirmed that was his understanding and provided input from
the Planning Commission and their desire for clarity regarded to the vision and zoning code.
Councilmember Musgrove referenced high quality housing opportunities within number ten and
asked for clarity on the language "high quality".
Deputy City Administrator Gladhill stated that high quality would relate to design. He stated that
it would ensure that if housing continues to be a part of the plan for The COR, it should be high
quality.
Councilmember Riley asked if that language needs to be included. He stated that there is already
zoning and requirements of The COR which provide for that quality and therefore was unsure if
that language is needed. He stated that the whole plan for The COR is to balance retail and
residential which is also within number ten. He asked if number ten needs to be included at all.
City Council Special Work Session / June 15, 2021
Page 8 of 10
