Councilmember Specht commented that he believes this should be evaluated but could be done in <br />the future. <br />Councilmember Howell commented that if the franchise fee is the best method, then there should <br />not be fear in discussing it further. She stated that she would not want to see this continue to be <br />pushed out. She stated that using the levy for funding does not have the risk of a lawsuit but there <br />have been several lawsuits related to franchise fees. <br />Deputy City Administrator Gladhill commented that it seems there is consensus to evaluate the <br />program, which would include reviewing a history. <br />Councilmember Howell commented that she would feel more comfortable if there is a specific <br />timeline identified. <br />Councilmember Woestehoff stated that he would not want to push it further than the first quarter <br />of 2022 but would be concerned that having the discussion too soon could interfere with the budget <br />discussions. <br />City Administrator Ulrich stated that some of the work can be done during the budget discussions <br />with further discussion to follow this fall. <br />Councilmember Musgrove noted that there are more properties in Ramsey that will be joining the <br />tax rolls which will have a better impact on the levy. <br />Deputy City Administrator Gladhill confirmed the consensus to use the language recommended <br />by the Finance Director and set a date of quarter three of 2021. <br />Councilmember Riley referenced number ten to update the downtown master plan and asked if <br />that references The COR master plan. <br />Deputy City Administrator Gladhill confirmed that was his understanding and provided input from <br />the Planning Commission and their desire for clarity regarded to the vision and zoning code. <br />Councilmember Musgrove referenced high quality housing opportunities within number ten and <br />asked for clarity on the language "high quality". <br />Deputy City Administrator Gladhill stated that high quality would relate to design. He stated that <br />it would ensure that if housing continues to be a part of the plan for The COR, it should be high <br />quality. <br />Councilmember Riley asked if that language needs to be included. He stated that there is already <br />zoning and requirements of The COR which provide for that quality and therefore was unsure if <br />that language is needed. He stated that the whole plan for The COR is to balance retail and <br />residential which is also within number ten.
